Zambian Inspector General of Police (IGP) Stella Libongani has commended Rwanda for being the first country in the region to host Interpol Annual General Assembly – a globally high profile policing conference.
IGP Libongani made the remarks shortly after signing of a Memorandum of Understanding (MoU) with Rwanda National Police (RNP) represented by Inspector General (IGP) Emmanuel K Gasana.
This was on the sideline of the ongoing 84th Interpol Annual General Assembly in Kigali, on Wednesday.
“You have made Africa proud by hosting such a high profile Assembly. You took on a challenge and you proved that you are more than able to host such a high profile event. There is a lot we want to learn from you,” said IGP Libongani.
With regard to cooperation between the two police institutions, the Zambian Police Chief said that her country is much interested in picking a leaf from Rwanda on how to combat gender based violence.
The cooperation between the two Police institutions as per the MoU will go as far as trainings, exchange of information, crime prevention and fugitive tracking.
“Prior to this agreement, we were also having a partnership and this MoU comes to seal our relations,” said IGP Gasana.
Part of the already existing relations is in the area of capacity building where some senior police officers from Zambia undertake a Senior Command and Staff course at Rwanda National Police College (NPC) in Musanze District.
Last year, two senior police officers from the Zambian Police visited RNP for a five-day study tour to pick lessons of how they can set up their own Police College that is similar to that of Rwanda, in order to improve the skills and knowledge of their police forces, but also cut the cost of training, which the government incurs.
Later in the day, IGP Gasana also held discussions with the Deputy Commissioner of Royal Canadian Mounted Police, Mike Cabana and the Assistant Commissioner Todd Shean.
The Commissioners said that they were very impressed by the professionalism of the Rwanda National Police and the organisation of the 84th General Assembly.
“Rwanda and the RNP should be very proud. We were taken by Rwanda's beauty and the warmth of its people. This has left us with very nice memories of Rwanda,” a statement from the delegation reads in part.
