If you are a Rwandan citizen or a foreign resident rather than a visitor, you can drive in Rwanda on a foreign driving licence for 12 months.

Within these 12 months, however, you will need to apply for a Rwandan driving licence.

Exchanging a foreigner driving licence is not automatic. You may need to pass a theoretical or practical driving test, depending on the assessment.

How to apply?

You will need:

  • To fill out an application form
  • Present a copy of proof of identity (National Identification card or resident card)
  • Provide a copy of your valid, current driving licence (if not in English, a notarised translation is required)

What's next?

After sending the required document, an officer will reach you within five business days. The officer may request more details or clarification.

Once your application is approved, an officer will inform you if you need to do a theoretical and/ or practical test.

If you pass the test

If you pass the required test(s), you can immediately apply for a definitive driving licence card via Irembo. A definitive driving licence takes 10 days. You will be notified once it is available

If you don't pass the test

If you don't pass the required test(s) on the first attempt, you have an opportunity to re-apply one more time free of charge. If you fail the second time, you can apply following the regular application process.
