RNP, RDF mark Kwibohora32 as Defence and Security Citizen Outreach Programme concludes

The Rwanda National Police (RNP), the Rwanda Defence Force (RDF), and their partners on Saturday, July 4, concluded the nationwide three-month Defence and Security Citizen Outreach Programme (DSCOP26), handing over critical socio-economic infrastructure and human security projects to vulnerable communities across Rwanda.

The annual outreach programme was conducted as part of the celebrations marking the 32nd anniversary of Rwanda's Liberation (Kwibohora32) under the theme: "Citizens' Collaboration with the Rwanda Defence Force and the Rwanda National Police in the Community Outreach Programme to Celebrate Kwibohora32."

Over the three-month campaign, a wide range of community development initiatives were implemented across the country, including the handover of 80 homes for vulnerable families, providing two boats to communities, the provision of medical treatment that benefited 28,582 residents, environmental conservation activities, and the construction of three bridges, 15 classrooms, and 18 toilet facilities.

In Western Province, the DSCOP26 closing ceremony was presided over by Prime Minister Dr. Justin Nsengiyumva, alongside the Minister of Gender and Family Promotion, Uwimana Consolee, the Inspector General of Police, CG Felix Namuhoranye, and the RDF Third Division Commander, Maj Gen Eugene Nkubito. They handed over 30 houses constructed for vulnerable families in Nyabihu District, Bigogwe Sector.


The programme also supported Agents of Change cooperatives through the provision of 10 irrigation pumps, 10 motorcycles, and RWF 10 million in financial support to enhance their economic activities.

In addition, six cows and 910 goats were donated to vulnerable households, access to clean water was expanded in several communities, and approximately 1,500 members of Community Policing Committees (CPCs) received training to enhance local security.

The annual DSCOP reflects the commitment of the Rwanda National Police, the Rwanda Defence Force, and their partners to improving citizens' welfare through sustainable community development while strengthening the partnership between security institutions and the communities they serve.

In the Eastern Province, the DSCOP26 closing ceremony was led by the Speaker of the Chamber of Deputies, Gertrude Kazarwa, together with the Minister of Local Government, Dominique Habimana, the Deputy Inspector General of Police in charge of Personnel and Administration, DCG Jeanne Chantal Ujeneza, and the RDF 5th Division Commander Maj. Gen. Ruki Karusisi. They handed over houses built for vulnerable people and schools in Kayonza District, Rwinkwavu Sector, as well as small livestock and irrigation pumps for farming.

Minister of State in the Ministry of Education, Claudette Irere, alongside the Deputy Inspector General of Police in charge of Operations (DIGP), CP Vincent Sano, and the RDF 1st Division Commander, Col Egide Ndayizeye, handed over 15 classrooms in Kigali, Gasabo District, Kinyinya Sector, aimed at promoting education. They also handed over 10 motorcycles to members of Agents of Change to support their livelihoods and improve their well-being.

In Rusizi District, the Minister of Interior, Dr. Vincent Biruta, together with Commissioner of Police CP Robert Niyonshuti and the RDF Commander of Brigade 309, Col. Fidele Butare, handed over boats to beneficiaries on Gihaya Island in Rusizi District and on Kirehe Island in Nyamasheke District. They also provided RWF 5 million to members of the “Agents of Change” youth group in Rusizi to support income-generating activities.

In Rulindo District, Northern Province, the Minister in charge of Emergency Management, Maj Gen (Rtd) Albert Murasira, together with the Chief of Reserve Force, Maj. Gen. Alex Kagame and the Regional Police Commander, ACP Edmond Kalisa, handed over 10 modern houses equipped with household items to support beneficiaries’ development and improve their living standards.

The Minister of Environment, Dr. Bernadette Arakwiye, together with the Regional Police Commander, ACP Désiré Twizere, and the Officer in charge of Civil-Military Cooperation in the Southern Province, Lt Col Robert Murenzi, handed over development projects to residents in Muganza Sector, Gisagara District, where they inaugurated 10 houses built for vulnerable families and provided RWF 5 million to cooperatives of members of the “Imboni z’impinduka” (Agents of Change) to support their development initiatives.
