His Excellency Paul Kagame, President of the Republic of Rwanda, has promoted 5,746 Police officers, covering a wide range of ranks, including commissioners, senior and junior officers, and non-commissioned personnel .
The promotions were announced on Thursday, April 9, and span various levels across the Police force.
Among the promotions, five were elevated from the rank of Assistant Commissioner of Police (ACP) to the rank of Commissioner of Police (CP). They are Emmanuel Karasi, Commissioner for Inspectorate of Services and Ethics; Bertin Mutezintare, Police Component Commander in Rwanda Security Force (RSF) in Cabo Delgado, Mozambique; Jean Népomuscène Mbonyumuvunyi, Managing Director of the Intersec Security Company (ISCO); Barthélemy Rugwizangoga, Commissioner for Training; and Fidèle Mugengana, Police Attaché abroad.
Ten senior officers have been promoted from Chief Superintendent of Police (CSP) to ACP, including Claude Bizimana, Director of Administration and Personnel in the Traffic and Road Safety (TRS) department; Adolf Nyagatare, deployed in New York, USA; Rango Ndoli, Administration Officer in the Crime Intelligence department; Christian Safari, Executive Secretary of DASSO; and Vincent Habintwari Bihigi, TRS Deputy Commissioner in charge of motorcycle operations.
Other officers elevated to ACP are Antoine Munyempundu, Senior Directing Staff at the National Police College (NPC); Faustin Kalimba, Commanding Officer of the Canine Brigade; Hodari Rwanyindo, Deputy Commissioner for Operations in the Special Intervention Force (SIF); Callixte Kalisa, Deputy Regional Police Commander in the Western region; and Alex Nyamwasa, Commissioner for Finance.
Other promotions include five officers elevated from Senior Superintendent of Police (SSP) to Chief Superintendent of Police (CSP), 94 promoted from Superintendent of Police (SP) to SSP, and 161 elevated from Chief Inspector of Police (CIP) to SP.
Additionally, 574 officers were promoted to CIP from Inspector of Police (IP), while 17 officers moved from Assistant Inspector of Police (AIP) to IP.
The promotions also included non-commissioned officers (NCOs). Among them, 282 Senior Sergeants (S/SGT) were promoted to Chief Sergeant (C/SGT), 763 Sergeants (SGT) to Senior Sergeant (S/SGT), 1,886 Corporals (CPL) to Sergeant (SGT), and 1,949 Police Constables (PC) to Corporal (CPL).
These promotions demonstrate the Rwanda National Police’s commitment to strengthening leadership, operational capacity, and career development.
