The Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, presided over the pass-out ceremony of 208 officers who completed the three-month Police Station Commanders Course (PSCC), Intake 04, on Friday, October 16, at the Counter Terrorism Training Centre (CTTC) in Mayange, Bugesera District.
The graduates comprised 198 Rwanda National Police (RNP) officers and 10 officers from the Rwanda Investigation Bureau (RIB). The course aimed to strengthen their leadership and management skills for effective police station command and improved service delivery.
Addressing the graduates, DCG Ujeneza said the competencies acquired were essential to professional police leadership, particularly at the community level, where policing begins.

“Over the past 12 weeks, you have undergone learning in areas central to effective station command. These competencies form the foundation of professional police leadership, especially at the community level where policing begins,” she said.
She reminded the graduates that their conduct and decisions would directly influence public confidence in law enforcement, urging them to uphold discipline, lead by example and ensure accountability in their daily duties.

“Discipline must remain at the core of everything you do. Without discipline, even the best training loses its meaning. Lead by example, uphold the values of your institution, and ensure that the officers under your command emulate the same standards,” she said.
DCG Ujeneza also urged the graduates to strengthen community policing and partnerships with the public, stressing that transparency and prompt, professional responses to incidents are essential to public trust and safety.
“Remember that a Police Station Commander is a leader, a problem-solver, a guardian of the law, and a servant of the community,” she said.
