Deputy Inspector General of Police (DIGP) in charge of Operations, CP Vincent Sano, on Friday, July 3, closed the third intake of the Police Station Commanders’ Course (PSCC) at the Counter-Terrorism Training Center (CTTC) in Mayange, Bugesera District.
The three-month program brought together 206 participants, including 196 officers from the Rwanda National Police (RNP) and 10 law enforcers from the Rwanda Investigation Bureau (RIB).
DIGP Sano highlighted the importance of the training, noting that police stations are the primary interface between the police and the public. He urged the graduates to promote leadership based on integrity, professionalism, and good conduct.
“The knowledge and skills you have acquired are not an end in themselves—they are tools to help you lead with integrity, make sound decisions, strengthen community trust, and deliver professional policing,” he said.

He also congratulated them on completing the training, reminding them that the knowledge gained should not only guide them in managing police stations but also improve their overall performance in future assignments.
“As Station Commanders/staff in various fields, you are the face of the RNP in your respective areas of responsibility. The quality of your leadership will directly influence public confidence, safety, and security as well as the subordinates under your responsibilities.”
He further encouraged them to continuously seek knowledge, saying it is essential for meaningful contributions to public safety and security.
“You must remain committed, consistently work to protect public safety, cooperate in crime prevention, and avoid any actions that could tarnish your image, that of the Rwanda National Police, the Rwanda Investigation Bureau, or the country at large,” he added.
Commissioner of Police (CP) William Kayitare, the CTTC Commandant, said the trainees studied various subjects including police station management, security operations, communication, human resource management, criminal investigations, research methods, national security challenges, and intelligence. They also conducted field visits to link classroom knowledge with practical policing experience.
The Station Commanders Course is designed to equip officers with essential leadership, management, and operational skills required to effectively lead police stations, which serve as the primary point of contact between law enforcement agencies and the public.
