Haiti Police Chief laud Rwandan peacekeepers’ legacy

The Police Commissioner for the United Nations Stabilisation Mission in Haiti (MINUSTAH), Serge Therriault, on February 18 visited the Rwanda Formed Police Unit (RWAFPU5) base camp located in Jeremie Commune in Grand Anse region and lauded the exemplary work exhibited by Rwandan Police peacekeepers in the Caribbean nation.

Therriault, who inspected a Guard of Honour was received by the Contingent Commander, Commissioner of Police (CP) Bruce Munyambo, who briefed him on their activities and operations.

While addressing the RNP peacekeepers, Therriault said: “Continue to lead by example and leave the well deserved heritage of professionalism to the Haitian police.”

He added: “I am counting much on you in stabilization of Haitian society.” urging them to “continue with the morale and the zeal I have witnessed.”

Therriault, who also inspected the RWAFPU5 hospital, commended its set up and the medical services accorded to MINUSTAH personnel and their role in local community policing and development activities.

Rwanda, Uganda Police forces recommit to fight cross-border crimes

Rwanda and Uganda Police forces met on February 17 in Kigali and recommitted to reignite the existing bilateral initiatives to combat cross-border crimes including deportation or extradition of fugitives in either country.

The meeting aimed at strengthening cooperation between the two neighbouring forces, review the implementation of the previous resolutions and lay further strategies against cross-border security challenges affecting the two countries.

It was co-chaired by the Inspector General of RNP, Emmanuel K. Gasana and Uganda’s DIGP Okoth Ochola and attended by heads of various departments including CID, Intelligence, Interpol and Traffic among others, from both Rwanda and Uganda.

During the meeting, the two forces, which appreciated the existing efforts in apprehending and extraditing criminal fugitives, agreed to enhance information exchange on criminal syndicates involved in the illicit production and trafficking of narcotic drugs and psychotropic substances.

RNP agreed to host a joint exercise play on disaster management in May, develop capabilities through joint training and share best practices and Commandants of police schools Directors of Training from the two countries to meet develop and harmonise generic training modules to prepare officers with necessary skills in line with the policing demands.

The issue of extending the Interpol communication tool – I-24/7 – to common border was also tackled and agreed upon to track criminals who commit offences and run to the either country.

RNP spokesperson CSP Celestin Twahirwa highlighted the achievements such as arrest and deportation of fugitives, joint planning and training and information exchange.

The next meeting will take place in Uganda at a date to be determined.
More Police officers set for Ivory Coast mission

Nineteen Rwanda National Police (RNP) officers left last Friday for a peacekeeping mission under the United Nations Operations in Ivory Coast (ONUCI).

The Individual Police Officers (IPOs), who include three females, join 39 other Rwandan officers who were deployed in the West African nation last year to mentor, monitor and train the local Police force, among others.

Deputy Inspector General of Police (DIGP) in charge of Administration and personnel, Juvenal Marizamunda, in a pre-deployment briefing on February 20, asked the officers to maintain the Rwandan spirit, standards and legacy set by Rwandan peacekeepers worldwide.

“Value the mission you have been sent to do, study and understand its dynamics, be exceptional performers and maintain the legacy of Rwandan peacekeepers,” DIGP Marizamunda said.

“This is like any other task and aim at results to restore peace and security of Ivory Coast. Explore and build your career, acquire more experience,” he added.

Police donate life jackets to fishermen

In a bid to improve and encourage safety and security on water bodies, Rwanda National Police (RNP) donated 62 life jackets to fishermen operating in Lake Rweru in Bugesera District.

The life jackets were handed over by Chief Supt. Celestin Twahirwa, Commissioner for Public Relations and Media on February 20 in a ceremony which attracted over 80 fishermen representing a bigger group estimated to be close to 200.

In his speech, CSP Twahirwa called on the fishing community to exploit water resources sustainably as well as ensure safety and security of their lives by wearing protective gear whenever they go out to fish.
Operation on road carnage arrest 17 drivers for attempting to bribe Police officers

The RNP ongoing operation to stop road carnage on various highways across the country saw the arrest of 17 people in connection with attempting to bribe police officers.

The suspects, majority drivers, were arrested between Monday and Wednesday separately in different parts of the country as they allegedly tried to bribe officers as a way of escaping penalties after they were caught violating traffic rules.

Police Spokesperson Chief Supt. Celestin Twahirwa, said: "Police will not stop warning and apprehending those who try to make shortcuts with the law. It is an ill advised attempt to offer bribes to Police officers, because it will land the individual in more trouble than they were in."

He added: "The law is clear...bribery is a crime and punishable as stipulated under articles 633 and 641 of the penal code, and police officers know it very well that corruption is zero-stance in the force," he added, calling upon everyone to fight it "without fear or favour."

Police arrest woman with unauthorized medicine

On February 14, a woman identified as Consolee Mukamuhizi was apprehended in Zaza Sector of Ngoma District with a stock of tablets including Dipyron, Paracetamol, tetracycline and Lumartem, which she was selling illegally. She was found with no legal documents authorizing her to conduct the medical business while the drugs were found kept in a dirty place.
Police recover Rwf1.4 million stolen from shop

On February 15, Police in Gasabo District recovered money amounting to Rwf1.4 million which had been stolen from a shop in Kagugu Cell of Kinyinya sector on the same day.

The money was recovered from three people later that day, who had guised as clients but robbed the shop as the owner went to the backyard.

The suspects identified as Jean Pierre Nsengiyumva, Sebastien Uwiragiye and Jean Claude Bizimana were also arrested. The trio was successfully apprehended when the shop owner alerted Police that he had been robbed and provided particulars of people that were in the shop at the time.
Police intercept 37 cows stolen from Tanzania

Police in Kirehe District, on February 17, intercepted 37 cows suspected to have been stolen from Tanzania.

The cows were allegedly stolen from Tanzania's border district of Karagwe, and guided through Cyiminsi Forest into Rwanda through a porous border in Saruhembe Cell, Mahama Sector.

Police officers acquire skills in customer care

In a bid to continuously upgrade skills in performing quality service delivery, 60 Police officers stationed in the Northern and Western Provinces received training in customer care and public relations.

The five-day training that started on February 16 was conducted by experts from the Workforce Development Authority (WDA).

It is through such initiatives that Police equips officers with relevant skills to help it in its priority to deliver high quality services, accountability and transparency, in a bid to safeguard the rule of law and provide a safe and crime free environment for all.

Students called to beware of human traffickers

Students should be vigilant because they are majority targets into human trafficking under the disguise of getting them white-collar offers in other countries where they end up becoming sexual and exploitive slavery.

The message was delivered by various speakers on February 20, while speaking to students of St. Andre secondary school in Nyamirambo, Nyarugenge District.

This was shortly after an anti-crime friendly football match between St. Andre and Rwanda National Police, which the latter won 1-0.

They were urged to report anyone that tries to promise them heaven on earth with better offers abroad so that the act of human trafficking is prevented and those involved arrested.

13 suspected drug dealers arrested

At least 13 people suspected drug dealers were apprehended separately in various parts of the country the week under review as part of the ongoing campaign against the vice.

Three dozens of Chief Waragi,10 sachets of Zebra Gin and 40 liters of a dangerous brew locally known as Kanyanga, cannabis were among the banned gin recovered from the suspects.

Campaigns against crime conducted in different parts of the country

Awareness campaigns against crimes were conducted in different parts of the country as a way of strengthening joint efforts to improve safety in communities.

On February 18, Police met about 600 students of the Integrated Polytechnic Regional Centre (IPRC), Kicukiro campus and urged them to be part and active in reporting and fighting illegal and criminal acts like drug abuse, GBV and focus on their studies.

While addressing Community Policing Committees (CPCs) from Remera and Kimironko sectors on February 18, the District Police Commander for Gasabo urged them to disseminate news faster in order to facilitate their collaboration with Police to identify and solve community security problems in time.

The meeting was aimed at training the members on efficient communication methods, as well as to deliberate on how best to involve the public on becoming active allies in the effort to enhance safety and security of neighborhoods.

Similar messages were also delivered to motorcyclists and bicyclists in different parts of the country, who were urged to respect traffic rules, desist from illegal activities and be active partners in crime prevention.
