Today July 23, 2014, a meeting chaired by the Minister for Internal Security Sheikh Musa Fazil Harelimana was convened at the Ministry’s head offices in Kacyiru to review the road security status and causes of accidents.
It was also attended by the Minister of State for Transport, Alexis Nzahabwanimana and the Inspector General of Rwanda National Police, Emmanuel K. Gasana with their respective officials.
The meeting reviewed causes of the current road accidents that are claiming people’s lives and destroying property which include, but not limited to:
Having a negative attitude or bad culture of irresponsibility, exceeding speed limits, using telephones while driving, drink driving and carelessness
The meeting took the following decisions;
a. To draft Ministerial Instructions introducing the use “Speed Governors” in public vehicles and heavy duty trucks
b. Impose maximum penalties including confiscation of driving licence of deviant drivers.
c. Establish a Joint Awareness Task Team comprised of ministries of Infrastructure (MININFRA), Local Government (MINALOC), Trade and Commerce (MINICOM), Rwanda National Police (RNP), Rwanda Utility Regulatory Agency (RURA), Rwanda Bureau of Standards (RBS) and Private Sector Federation (PSF)
The Joint Awareness campaign Task Team will target public transport companies, driving schools and insurance companies among others
d. To establish a Joint Inspection Team comprising of MININFRA and RNP to verify the current signage status and to give a report in one month.
e. To re-enforce the use of the Motor-vehicle Inspection Centers (Remera, Gishari and Mobile Test Lane) to ensure road worthiness of vehicles.
f. The Joint meeting also reviewed the existing instructions governing use of bicycles on main roads.
