A suspected fraudster identified as Jean Nsabimana, 37, was arrested on Tuesday in Bugesera District for allegedly fleecing local residents with promises of getting them jobs.
Nsabimana, who was arrested in Rilima Sector, Nyabagendwa Cell was telling his prey that he would get them jobs at the under construction Bugesera Airport.
Chief Inspector of Police (CIP) Hamdun Twizeyimana, the Police spokesperson for the Eastern region, said that the suspect was charging every victim Rwf30, 000.
“Nsabimana was lying to his targets that he is offering varied jobs at Bugesera Airport construction site, including potters. Everyone, who would fall for his trick would pay him Rwf30, 000, and so far we know only six people, whom he defrauded,” CIP Twizeyimana said.
“Some of the victims got suspicious and informed the Police; in response Police found out that indeed Nsabimana is not an employee at Bugesera Airport or connected to the site in anyway,” he added.
At the time of his arrest, he had just received Rwf30, 000 from his latest victim.
The spokesperson advised residents and the public in general to be vigilant and always take steps to verify and authenticate information they get to avoid falling prey, and to report such conmen.
Clause One of article 174 of the law determining offences and penalties in general in Rwanda, defines fraud as deception, obtaining another person’s property, whole or part of his/her finance by use of false names or qualifications, or offering positive promises or threats of future misfortunes.
Clause Two of the same article provides a term of imprisonment of between two and three years, and a fine of not less than Rwf3 million but not more than Rwf5 million, upon conviction.
