Rwanda National Police (RNP) and Rwanda Defence Force (RDF) launched the Defence and Security Citizens Outreach Programme 2026 (DSCOP26) on Monday, March 9, to support the national community development agenda.
The annual outreach programme leading up to the 32nd Liberation anniversary, is under the theme “Citizens' collaboration with the Rwanda Defence Force and Rwanda National Police in community outreach programme to celebrate Kwibohora32."
The human security initiatives aligns with the constitutional mandate of the RDF and RNP to contribute to national socio-economic development.
Planned initiatives aim to support communities through the construction of homes for the disadvantaged families, new classrooms, water supply projects, construction of bridges linking communities, livestock donations, environmental conservation activities, and medical services.
Other activities include the construction of Early Childhood Development (ECD) centres and providing support for poultry farming initiatives.

Western Province
In the Western Province, the Inspector General of Police (IGP), CG Felix Namuhoranye, together with the Governor of the Western Province, Jean Bosco Ntibitura, and the Commander of the RDF 3rd Division, Maj Gen Eugene Nkubito, launched the construction of 30 houses for the disadvantaged families in Bigogwe Sector, Nyabihu District.
Eastern Province
In the Eastern Province, the Minister of Interior, Vincent Biruta, accompanied by Maj Gen Ruki Karusisi, Commander of the RDF 5th Infantry Division, launched the outreach in Rwempasha Village, Rwempasha Cell, Rwempasha Sector of Nyagatare District.
In Ngarama Sector of Gatsibo District, the Chief of Defence Staff of the Rwanda Defence Force, Gen Mubarakh Muganga, together with the Director General of the Rwanda Forestry Authority, Philippe Kwitonda, joined local residents in a tree-planting activity to supplement the national environmental protection programme.

As part of DSCOP26 initiatives, RDF and RNP donated cows and goats to 32 families in Mwili sector. The donation event was presided over by Solange Uwituze, Permanent Secretary of the Ministry of Agriculture and Animal Resources.
Southern Province
The Minister of Defence, Juvenal Marizamunda, together with the Governor of the Southern Province, Alice Kayitesi also launched the construction of 10 classrooms, administrative buildings, and a laboratory at Kigese Technical Secondary School, located in Rugalika Sector, Kamonyi District.
City of Kigali
Similarly, the Minister of Education, Joseph Nsengimana, launched DSCOP26 activities in City of Kigali, where 15 classrooms will be constructed at G.S. Rwankuba in Kinyinya Sector of Gasabo District.
The event was also graced by the Mayor of City of Kigali, Samuel Dusengiyumva, the Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, and the commander of the RDF 1st Division, Col Egide Ndayizeye.
Northern Province
The Minister of State for Health, Dr. Yvan Butera, and the RDF cheif of the Medical Staff, Maj Gen Dr. Ephraim Rurangwa launched medical services at Byumba Level 2 Teaching Hospital to improve community healthcare.
In Gakenke District, the Governor of the Northern Province, Maurice Mugabowagahunde, together with Maj. Gen. Alex Kagame, the Rwanda Reserve Force Chief of Staff launched the construction works for Ryabazira Bridge in Gakenke District.
The Defence and Security Citizens Outreach Programme combines security awareness with socio-economic development activities.
It aim to strengthen partnerships with citizens, promote collective responsibility for safety, and contribute to sustainable community development across Rwanda.
