Rwanda National Police Opens the second Police Senior Command and Staff Course

The second intake of the Police Senior Command and Staff Course, kicked off on October 2, at the National Police College (NPC) in Musanze District.

The course, which is a brain by Rwanda National Police (RNP), attracted 26 police officers from six African countries. The countries are Uganda, Tanzania, Swaziland, Burundi, Kenya and Rwanda, the host.

The one-year course offers a Master’s in Peace Studies and Conflict Transformation and combines strategic command and leadership component, Police Routine and Operation Staff Work.

It is offered in partnership with the National University of Rwanda and the UK-based Bramshill College of Policing formerly known as the International Academy- Bramshill.

The event also coincided with the official launch of the Intermediate Command and Staff Course, attended by 36 Rwandan Police Officers.

Sheikh Musa Fazil Harelimana, the Minister of Internal Security, while officially launching the two courses, said that training and educating Police Officers is imperative if peace and security are to be maintained effectively.

The minister said criminals around the world work day and night, taking advantage of technology to “achieve their criminal activities.”  

“The Police, as a force on the frontline of the war against crime, must train, learn and acquire the necessary skills and knowledge in command, crime prevention, investigations and public order management and peace security in general,” said Minister stated.

He commended countries that sent their officers to attend this important course.

He also lauded the RNP for excelling at the international scene such as in peacekeeping missions and fighting Gender Based Violence (GBV).

Commissioner of Police (CP) Jean Marie Vianney Nshimiyimana, the Commandant of the college noted that contemporary policing environment is becoming increasingly challenging due to the prevalence of intra-state conflicts and subsequent complexities of enforcing the law in post conflict societies, and the paradigm shift in crime trends.

He outlined alarming rise in transnational crimes like human trafficking, money laundering, drug trafficking, terrorism and cybercrimes as some of the crimes that requires joint efforts to combat them.  

CP Nshimiyimana also thanked the Center of Conflict Management of the National University of Rwanda and the Bramshil of the United Kingdom for their continued support.

The overall objective of the Police Senior Command and Staff Course is to produce officers with the required analytical and communication skills that reflect professional policing competences by all standards.
