Rwanda National Police hosts Zambian delegation for knowledge exchange on smart traffic and road safety management

The Rwanda National Police (RNP) on Thursday, December 11, welcomed a 13-member delegation from Zambia at the General Headquarters in Kacyiru, for a knowledge-sharing engagement on smart policing, road safety, and integrated traffic management systems.

During the briefing session, the delegation received an in-depth presentation on Rwanda’s proactive enforcement, public awareness, technology integration (CCTV, and continuous infrastructure improvement, aiming to reduce fatalities and enhance urban mobility.

Commissioner of Police (CP) George Rumanzi, the Commissioner for Operations and Public Order, underscored the pillars that underpin Rwanda’s approach to road safety, emphasizing that long-term success hinges on both technological advancements and public involvement.

“Our road safety strategy is anchored on three pillars: community engagement, education, and the smart use of technology,” CP Rumanzi said. “An informed and active public is just as essential as effective enforcement. Technology is not a one-time solution—it’s a continuously evolving tool that we refine to improve road safety, enhance service delivery, and keep our transport systems efficient.”

He highlighted the integration of RNP’s IT systems with platforms from both public and private sectors, enables seamless delivery of services such as vehicle inspection, driving tests, speed enforcement, and real-time traffic monitoring.

As part of the visit, the delegation toured Busanza Automated Driving and Testing Centre in Kicukiro District, and Ndera Automobile Inspection Centre in Gasabo District, where they observed advanced vehicle inspection technologies designed to ensure roadworthiness and compliance with safety standards. 

They also visited various modern traffic enforcement tools, including speed cameras, digital surveillance systems, road monitoring infrastructure, and the centralized traffic command center.

Francis Mundanya, Project Coordinator for Transport Corridors for Economic Resilience  in Zambia, commended Rwanda's remarkable progress in advancing road safety. He noted that the insights gained during the visit will be invaluable in helping to develop and adopt similar measures to enhance road safety back home.
