Rwanda National Police (RNP) and Kenya Police Service (KPS) signed a Memorandum of Understanding (MoU) on Friday, May 29, to strengthen bilateral cooperation in security and policing matters.
The agreement was signed at the RNP General Headquarters in Kacyiru by Rwanda’s Commissioner General of Police (IGP) CG Felix Namuhoranye and his visiting counterpart of Kenya Police Service, Douglas Kanja Kirocho.
The cooperation pact establishes a framework of cooperation between the two police institutions to enhance their capacity in preventing, detecting, and combating transnational organized crimes, while also facilitating the exchange of information, expertise, and best policing practices.
Under the agreement, the two police forces will cooperate in combating transnational organized crime and terrorism, smuggling and trafficking of narcotic drugs and psychotropic substances, currency counterfeit, and the proliferation of small arms and light weapons.

The partnership also covers cybercrime, human trafficking, organ trafficking, and document fraud, as both institutions seek to strengthen regional security cooperation against emerging and cross-border threats.
Other key areas of cooperation include intelligence sharing, conducting joint or simultaneous operations, exchange of training programmes and best practices, capacity building in police-related matters, share information on modern methods and technologies used in crime prevention, detection, and suppression.
IGP Douglas Kanja and his delegation have been on a working visit to Rwanda since the beginning of the week. On Wednesday, May 27, they attended celebrations marking the 25th anniversary of the Rwanda National Police at the Police Training School (PTS) in Gishari.

He also attended the closing of the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) Plus Joint SWAT Training Exercise and the Advanced Police Special Force Course at the Counter Terrorism Training Center (CTTC), Mayange, in Bugesera District.

Meanwhile, CG Namuhoranye also received courtesy calls from visiting Police Chiefs and senior security officials from various African countries.
They include the Deputy Director General of the Sudan Police Forces, Lt Gen Altaher Ali Mohamed Elbaloula, and Thierry Dofizouho Tuina, the Director General of the Burkina Faso National Police.
Their discussions focused on strengthening existing cooperation and enhancing partnerships in regional security and policing.
