RNP WEEKLY REVIEW

In the week under review, Rwanda National Police (RNP) continued its usual policing activities across the country. They were characterized with awareness campaigns, operations and human security activities. The following are major RNP events conducted in the just concluded first week of February.

Gatsibo residents construct 10 Police stations

The Governor of the Eastern Province, Judith Kazayire, on February 2, inaugurated ten police stations including a District Police Unit (DPU) worth over Rwf87 million, in Gatsibo District that were constructed by residents in partnership with the district administration.

The Governor noted that such ideals of citizens’ involvement and ownership continue to positively impact on the lives of the people, and a base for the level safety and security that the country continues to enjoy today. READ MORE

RNP reaffirms ‘intolerance’ on corrupt officers

Rwanda National Police (RNP) reaffirmed its stand on any officer implicated in graft malpractices noting that it’s an “intolerable malpractice” that undermines the core values of the force and against national policies.

RNP spokesperson, Assistant Commissioner of Police (ACP) Theos Badege said that transparency, accountability, protecting the rule of law, and integrity, among other core values defines the professional conduct of each police officer while serving the people with openness, effectively and efficiently. RNP, local artistes partner in crime prevention

Rwanda National Police (RNP) and local artistes organized under their forum – Anti-crime Ambassadors –signed a memorandum of understanding on Friday to partner in various activities aimed at promoting public safety and support government development programmes.

Under the formalized partnership, both parties committed to work together in various policing fields including crime prevention, raising awareness against drug-related crimes, human trafficking, radicalization, gender based violence and child abuse.

The artistes’ forum includes musicians, comedians, producers, journalists, movie actors and gospel artistes, among others. READ MORE

How the new hi-tech traffic control devices work

Following the launch of the hi-tech traffic management system in December last year, Rwanda National Police (RNP) has rolled out the system in the City of Kigali and on major highways.

The Hand Held Terminal (HHT) and Automated Number Plate Recognition (ANPR) partly replace the old manual system of fining and controlling traffic offenders.

The HHT is a cashless system where penalized traffic offenders can pay using smart card, VISA or telecom banking systems while the ANPR is a computerized camera installed in a traffic vehicle that automatically checks the status of vehicles.

To pay using telecom banking systems (MTN Mobile Money, Tigo Cash and Airtel Money), you go through Irembo (online platform) by dialing *909#, select the preferred language (English or Kinyarwanda), go to option 14 on ‘Amande exhibition and fine management, enter the contravention number, proceed to the option of which fine you are paying for, and send.

The system automatically generates the billing ID, which is used to pay through the normal procedures.

For example, those using MTN Mobile Money will dial *182#, select preferred language, go to option three (pay bills); go to Irembo Services, fill in the given billing ID. You follow procedures. READ MORE

KICUKIRO: CP Butera calls for dedication of security personnel in averting crimes

The commissioner for Operation and Public Order in Rwanda National Police (RNP), Commissioner of Police (CP) Emmanuel Butera urged security personnel operating in Kicukiro District to always be informed on crime trends and learn more so as to deal with the emerging and sophisticated threats to security.

This was during the official opening of a two-day retreat of security personnel held on January 2, who included police, DASSO and youth volunteers.

WESTERN PROVINCE: Commercial motorcyclists in Rusizi told to report rogue

The Governor of the Western Province, Alphonse Munyentwari and the Regional Police Commander, Assistant Commissioner of Police (ACP) Emmanuel Karasi held a meeting with about 800 commercial motorcyclists operating in Rusizi District and challenged them to report members who violate traffic rules and regulations, and engage in various criminal activities.

The Governor said: “For you to effectively run your business is because the country is safe. You operate effectively without a hitch, so don’t be a threat to other people’s theft, either while on road or transporting illegal goods and criminals.”

The RPC noted that the motorcyclists’ inappropriate behavior on roads continues to cause accidents and loss of lives, which is intolerable. READ MORE

EASTERN PROVINCE: RPC woos Nyagatare residents to fight trafficking of illicit gin

The Eastern Region Police Commander, Assistant Commissioner of Police (ACP) Dismas Rutaganira, while meeting with residents of Tabagwe Sector in Nyagatare District on February 1, urged them to double their effort in identifying drug dealers especially Kanyanga, and trafficking routes as means to inform effective operations to break the chain of supply.

He said that the sector has been identified as one of the transit routes for drug dealers, and challenged them to coordinate efforts to reverse the trend.

“You hold the mantle to make Tabagwe impassable and safe from any drug dealings, by reporting any stranger or drug dealers who try to traffic psychotropic substances through your communities,” ACP Rutaganira said. READ MORE

BUGESERA: Youth volunteers’ organization boosted with new members

Ninety-four youth in Bugesera District signed up as members of Rwanda Youth Volunteers in Community Policing (RYVCP) and committed to ensuring public safety in their neighborhoods.

They made the commitment on January 30, during a meeting held at Bugesera District offices and drew over 150 RYVCP members.

The meeting also reviewed their performance and partnership with other institutions in fighting and preventing crime through increased awareness campaigns, sharing of timely information, and other activities that would contribute to community and national development. READ MORE

RWAMAGANA: About 2000 students sensitized on effects of abusing drugs

Rwanda National Police (RNP) urged about 2000 students of GS Gahengeri in Rwamagana District to keep away from illicit drugs to avoid ruining their lives.

While speaking to the students, the District Community Liaison Officer (DCLO) Inspector of Police (IP) Goreth Uwimana, reminded them that most people get involved in trafficking of drugs as means of getting quick money and in the process cause irreparable harm to many lives.

“The problem with narcotics is that anyone can be a victim irrespective of the age. This, in turn, affects many areas such as education, health, morals and, of course, without forgetting security issues such as domestic violence, robberies and homicides,” she said. READ MORE

Football: We are still focused on top spot, says coach Seninga

Police Football Club coach, Innocent Seninga, said that they are still focused on winning the national league trophy, despite facing injury hiccups in the first round.

Police winded up the first round tightening their third place with a 2-0 win over Marine FC. Out of 15 matches in the first round, Police won 9; drew 4; lost 2; scoring 24 goals and conceding 12.

“It’s been a promising and brilliant first round to which we should build on in the second round to put more pressure on the league leaders,” Seninga said.

“We hope to sign a defender in this transfer window to fill the void and overcome the defensive crisis. The focus remains unchanged; to win the trophy, and that’s which we are working for.” READ MORE
