Security organs, CoK start preparations to reintegrate rehabilitated drug addicts

The City of Kigali, security agencies and National Rehabilitation Services (NRS) have started preparations to facilitate effective reintegration of hundreds of rehabilitated drug addicts, who are set to graduate at Iwawa Rehabilitation and Vocational Skills Development Centre (IRVSDC).

A total of 989 former drug dealers and addicts are set to graduate on February 9, in various vocational fields.

According to the vice mayor for the City of Kigali in charge of Social Affairs, Patricia Muhongerwa, the whole plan falls under the national programme to fight the scourge of drug abuse.

“Today (Wednesday) a team of officials from the City of Kigali including all vice mayors in charge of social affairs from Nyarugenge, Gasabo and Kicukiro; security agencies and NRS are traveling to Iwawa ahead of the graduation to specifically profile the graduands, categorize them according to their skills and find ways to find them jobs,” Muhongerwa said.

The majority 800 of those graduating were from the City of Kigali.

“With majority graduating having sent by the City of Kigali, we need to exactly know their names, their parents or families; if they are residents of City of Kigali or from other parts of the country. These deeper discussions with them will inform the best appropriate action, for example, if some of them have families capable and ready to support them,” she added. Read more

Four bank employees under investigation over theft of Rwf75 million

Four employees of an Equity Bank branch in Rubavu District are under investigations for allegedly conniving and stealing US$88100 approximately Rwf75 million, withdrawn from an account of one of the bank clients.

The quartet including the branch operation manager, two cashiers and an accountant, were taken into custody on January 27 following a complaint filed by the victim and subsequent Police investigations.

“On January 15, a woman opened a dollars’ account in the same branch and deposited US$100 on it; the following day the sane woman turned up with a transfer request of US$88100 said to be authorized by the victim, and preliminary investigations point at the quartet to have had a hand or involved in the whole theft process,” Chief Inspector of Police (CIP) Eulade Gakwaya, the Police spokesperson for the Western Province, said.

The suspects allege that the transfer was confirmed by the victim through a phone call, but investigations have so far coincided with the victim’s statement, whose Rwandan line they allege they called was off as he was also out of the country at the time.

“Investigations so far indicate that the number the suspects allege they called is not even the number the victim gave the bank to contact him for any business related to his account. Investigations are still underway to also identify who exactly that said woman is to build a conclusive case and to forward the dossier to prosecution,” CIP Gakwaya said. Read more  

Gisozi residents enlightened on Isange services

Isange One Stop Centre, on January 30, reached out to residents of Gisozi Sector in Gasabo District as part of the effort to explain to the general public on the services it offers in fighting and preventing gender based violence and child abuse as well as promotion and protection of rights of the two vulnerable groups.

The awareness in Gisozi presided over by the Mayor of City of Kigali Pascal Nyamulinda coincided with Umugoroba w’ababyeyi – customary social coercion – held in Musezero Cell.

Mayor Nyamulinda said breaking silence on the violence women, girls and children face will inform effective response including supporting victims and ensuring justice.

“Sustaining what has been achieved includes ensuring that laws and people’s rights are respected, which is both an individual and collective responsibility,” the mayor said.

“You are part and major players in building the country, but achieving that sustainable development requires solid, focused and peaceful families that share similar understanding, respect each other and ensure upbringing of the children,” he added.

He further observed that communities can’t develop when children are ruined by illicit drugs, families defined by disputes and abuses directed to women and children. Read more

MINUSCA: RWAFPU CONTICO discuss partnership with Bangui Prosecutor General and Police Chief

The contingent commander of the Rwanda Formed Police Unit (RWAFPU1-4) serving under the United Nations Multi-dimensional Integrated mission in Central African Republic (MINUSCA) Assistant Commissioner of Police (ACP) Sam Rumanzi, on February 2, held separate discussions with the Prosecutor General, Eric Tambo and the commissioner for Bangui Police, Marius Moidamse.

The Contico and the two leaders discussed issues related to security and justice especially in the capital Bangui, where RWAFPU1-4 operates and undertakes various assignments.

While meeting the Police Chief of Bangui, they particularly discussed the security situations in the capital and how to further improve it together including protection of civilians and fighting crimes in general. Read more

RPF legacy motivates us, says youth volunteers

The legacy set by the Rwanda Patriotic Front (RPF) military wing – Rwanda Patriotic Army (RPA) – is a motivating factor that drives us to sustain and build from what has been achieved in aspects of security and development, members of Rwanda Youth Volunteers in Community Policing (RYVCP) said.

This was during their activities to mark the 24th Heroes’ Day anniversary held in Rukingu Village of Kagugu Cell, Kinyinya Sector in Gasabo District.

The youth group comprised of about 250, 000 students and graduates had converged in Rukingu to partly learn about the liberation struggle and particularly stopping of killings in Kigali during the 1994 Genocide against the Tutsi.

Jean Bosco Mutangana, the RYVCP commissioner for mobilization and training, said they chose to celebrate the Heroes’ Day in Kagugu to learn from its remarkable history as far as stopping the Genocide is concerned.

An ex-Far armored vehicle stationed in Kagugu become deadly to Tutsis, who were fleeing massacres in different parts of Kigali during the Genocide to find refuge at the Parliamentary Building, which was under the protection of the military wing – Rwanda Patriotic Army (RPA). Read more

Three Police impersonators arrested

Three men suspected of impersonating police officers and defrauding people have been arrested in Nyarugenge and Rubavu districts.

One of the suspects – Eric Maniriho, 40 – was arrested red-handed on January 28 in Bushengo Village of Gikombe Cell in Bugeshi Sector.

Police spokesperson for the Western region, Chief Inspector of Police (CIP) Eulade Gakwaya said Maniriho had already defrauded different people by the time of his arrest.

“In one of the cases, Maniriho, who was guising as a Police station commander, conned one of the victims Rwf54, 000 telling them that he would release their relatives or friends detained at the Police station,” CIP Gakwaya said.

Impersonation under article 609 of the Rwandan penal code, is punishable with a term of imprisonment of between five and seven years and a fine of up to Rwf3 million. Read more
