RNP hands over criminal investigation responsibilities to RIB

Rwanda National Police (RNP) officially handed over criminal investigations responsibilities to Rwanda Investigations Bureau (RIB) – a body formed recently and tasked by law to handle the functions.

The handover marked full commencement of RIB ending the one year transitional period ahead of April 20, deadline.

463 police officers formerly working under CID were also transferred to RIB where they will work as detectives of the bureau.

The handover and take between IGP Emmanuel K. Gasana and the Executive Secretary of RIB, Col. Jeannot Ruhunga, was presided over by the Minister of Justice and Attorney General, Johnston Busingye.

Minister Busingye that the establishment of RIB is part of the historic and continuous fundamental changes introduced from a journey that began on October 1990 especially in the aspects of rule of law marking the beginning of Rwanda’s liberation process a journey he said was to transform Rwanda.Read more

200 Police Band Officers graduate

The Inspector General of Police (IGP) Emmanuel K. Gasana, on April 19, presided over the graduation of 200 Police Band Officers. The officers include those who completed ‘Level V’ advanced skills in band music.

The five month course included 22 female officers, and was facilitated by instructors Rwanda and Namibia.

IGP Gasana thanked course participants for the successful completion of the course. He also thanked d the course instructors who worked tirelessly to ensure the officers graduate with the deserving skills.

The course participants were grouped in different learning levels depending on their initial music skills.  17 officers undertook a basic or beginners course, 151 officers undertook a Level V course, 29 undertook a Training of Trainers course while 15 undertook Jazz and Brass course. Read more

Top UN Officials visit Rwanda Police peacekeepers in South Sudan

A high profile delegation of Police Capability Study Team from United Nation Headquarters together with top officials of the United Nations Mission in South Sudan (UNMISS), on April 17, visited Rwanda Police peacekeepers in South Sudan to assess the performance and professionalism of contingents in restoring peace in the country.

The UN delegation was made of Hakan Svedberg, Qader Alhabahbeh and Katherine. They were accompanied by the UNPOL Planning Officer Elisabeth Silenje, the Coordinator Protection of Civilians (PoC) in  Malakal region, Ayhan Altok and Formed Police Units (FPU) Coordinator in Malakal region, Mikhail Bychikhin.

They visited Rwandan Police peacekeepers Base Camp, UNMISS Base Camp and Malakal PoC site and throughout the tour, they were guided and accompanied by Contingent Commander (CONTICO), Assistant Commissioner of Police (ACP) Charles Butera.

ACP Butera presented to them what the peacekeepers have been engaged into from the beginning of their mission, success stories and the challenges they encounter. Read more

CP Daniel Nyamwasa releases book on Rwandan identity

Commissioner of Police Dr. Daniel Nyamwasa released his second book in which he interrogates what pushed one section of Rwandans to kill fellow citizens with whom they lived together in peace and harmony for at least 856 years before colonialism.

Organised by the National Commission for the Fight against Genocide (CNLG), the book launch, which took place during Café Littéraire — a reading session — at Kigali Convention Centre, was attended by First Lady Jeannette Kagame, among other senior officials.

CP Nyamwasa, who has previously headed Kigali Forensic Laboratory under Rwanda National Police, was born in 1957 in Rwanda, and two years later, his parents briefly flew the country and returned in 1961 but went back to exile the same year following persistent persecution against the Tutsi.

He joined the RPF-Inkotanyi after 31 years in exile to offer his contribution toward the struggle to liberate the country.Read more

Community Policing Committees undergo training

Authorities in Kirehe District reminded members of Community Policing Committees (CPCs) to sensitise the people on fighting narcotic drugs.

While addressing about 120 grassroots leaders in Nyamabuye Sector, who form CPCs, the vice mayor of Kirehe in charge of Social Affairs, Gerardine Mukandarikaguye commended CPCs for their continued contribution to public safety but pointed out that there are still problems like drug trafficking that need to be addressed. Trio arrested over attempted bribery

Police in the Southern region arrested three people, separately, as they attempted to bribe police officers.

The suspects, Emmanuel Mbonabucya, Janvier Kamana and Jean Marie Vianney Nzeyimana were arrested from Nyanza, Kamonyi and Muhanga districts, respectively.

According to the Southern Region Police Spokesperson, Chief Inspector of Police (CIP) Emmanuel Kayigi, all the suspects are drivers who lacked complete traffic related documents and attempted to bribe officers at checkpoints to prevent the legal penalties.

“They were all arrested on the night of April 20 and each of them attempted to bribe officers with Rwf5000; instead, the officers arrested them. We have since transferred their cases to Rwanda Investigations Bureau (RIB) for further handling,” said CIP Kayigi. Read more

Kamonyi: Prioritise safety, Police tells commercial motorcyclists

Police reminded commercial motorcyclist operating in Kamonyi District under their Cooperative de Chauffers des Taxis Moto de Kamonyi (COCTAMOKA), to uphold road safety and to take a lead in prevention of road carnage.

The call was made by District Police Commander of Kamonyi District, Supt. Marc Minani during meeting with members of COCTAMOKA on April 19 that aimed at addressing issues of road safety and strengthen partnership against crimes.

The DPC said that some of the motorists abide by traffic rules and ensured speed limits and helmet usage but hastened to add that there are some that have deliberately continued to violate traffic rules.

“Prevention of road accidents is a responsibility of every road user. You need to put personal efforts to abide with traffic rules and ensure road safety is maintained so as to prevent these life-taking incidents” he said. Read more

Man apprehended for extortion

Police in Gatsibo District arrested a man suspected of masquerading as an employee of BBOXX to extort of over Rwf2 million from unsuspecting residents of Bumbogo, Rusororo and Ndera Sectors in Gasabo District.

The suspect, Jean Pierre Rukundo, hoodwinked residents into believing that he was recruiting for BBOXX Company while promising others that he would supply them with BBOXX solar lighting kits. He was handed over to Rwanda Investigations Bureau (RIB). Read more

Crackdown on stolen motorcycles reaps big

Police’s continued operations against motorcycles is paying off with a sizable number recovered from different parts of the country.

Recent among the recovery include two motorcycles that were reported missing and recovered in Gisozi Sector of Gasabo District in Kigali City. Police also arrested Emmanuel Munyakazi, Isidol Sekamana and Damien Uwizeye on April 15 in connection with the theft.

The central region police spokesperson, Senior Superintendent of Police (SSP) Emmanuel Hitayezu said that on April 8, Isaie Kamondo, a commercial motorcyclist operating in Ruhango District, parked his motorcycle, plate number RD 983M in front of a restaurant and when he returned minutes later, it was gone.

Police returned the motorcycles to its rightful owners. Read more

Police rescues four children from a child labor

Police in the Eastern Province rescued four children from a child labor scheme where they were supposed to be taken to one of the neighboring countries to work as goat grazers

The children and their alleged trafficker were intercepted in Nyagatare District, Karama sector, Ndego cell as they were being transported through Rutoma Village, a porous area.

Police also arrested Lambert Semana 48 who was transporting the children. The suspect claims to have agreed with the parents of the four minors to carry-out the illegal act.

Preliminary investigations reveal that parents of the four children aged between the ages of 13-15 connived with Semana to take them to a place known as Gahondo in Uganda for purposes of herding goats for a pay.

According to the laws, the four children fits within the classification of minors that not permissible for the kind of work they were being take to do. Read more
