In a bid to reinforce the proactive community policing initiatives, the Rwanda National Police (RNP), yesterday handed over two motorcycles and money amounting to Rwf850, 000, to various players in the campaign against crimes.
The beneficiaries include Rutsiro District Administration Security Support Organ (DASSO), Community Policing Committees in Mushikiri Sector of Kirehe district, who received a motorcycle each.
The CPCs of Kirehe were given the motorcycle as an appreciation for their initiatives, including buying their own motorcycle out of their financial contributions, to facilitate them in their movements and quick response to incidences of crimes.
Imitavu, a cultural troop in Kirehe, whose members are aged between four and ten years, received Rwf600, 000 for composing the best songs meant to promote the concept of community policing and crime prevention in particular.
Other beneficiaries include Itorero Twzerane and Indashyikirwa, both cultural troops in Rubavu and Karongi districts respectively. Rutsiro DASSO also received a computer to help them in record keeping.
Established by a May 10, 2013 law, DASSO which replaced the 10-year old ‘Local Defence Unit,’ is a district organ that was mandated to support law enforcement in districts including fighting crimes.
Assistant Commissioner of Police Damas Gatare, Commissioner for Community Policing handed over the donations in Rutsiro, Rubavu and Karongi districts while Commissioner for Public Relations and Media, Chief Supt, Celestin Twahirwa, gave out the donation in Kirehe.
ACP Gatare thanked the districts for the cooperation in crime prevention, but emphasized that security like development, requires everyone’s committed inputs.
Gaspard Byukusenge, the mayor of Rutsiro, noted that the district is still striving to capacitate DASSO to be fully functional adding that the RNP support comes to supplement those efforts.
“We are grateful for the support, and this signifies the importance of cooperation and development which Rwanda National Police attaches to other institutions to further ensure safety and security in the country,” Byukusenge said, upon receiving the donations.
Chief Supt. Twahirwa urged Kirehe residents to emulate the youngsters’ message delivered in their songs, which calls for everyone to be actively involved in peace and security building.
The Mayor of Kirehe, Gerald Muzungu pledged continued support against crimes, especially fighting drug abuse since the district is at the border, and prone to such illegal drugs.
The support, pledged by the Inspector General of Police, Emmanuel K. Gasana on behalf of the force, during his visit to the districts last year, is part of the force’s schemes to support community and institutional development, poverty alleviation and to reinforce crime prevention.
The RNP boosts of the unique partnership with all districts after they signed separate memorandum of understandings to partner in community policing and human security initiatives.
The Rwanda National Police is currently engaged in health and community development initiatives. Last year, the force paid medical insurance premiums for 15, 000 people, donated ten cows and awarded eight individuals and groups with Rwf2.3 million for composing best songs and poems that promote Police-Public partnership through the community policing proactive approach.
Financial support amounting to Rwf5 million were also donated to commercial motorcycle and bicycle operators in Rubavu, Musanze, Kicukiro and Gasabo districts .
In partnership with Gasabo district, RNP also donated five motorcycles to commercial bicycle operator in the district to support and motivate them upgrade from bicycle to motorcycle taxi business.
Other donations included mosquito nets, 420 mobile phones and a house worth Rwf9 million given an elderly genocide survivor woman in Busasamana sector of Nyanza district.
