Kwibuka23: Minister Uwacu addresses RNP on Rwanda’s achievements after Genocide

The Minister of Sport and Culture, Julienne Uwacu, yesterday, delivered a lecture to over 500 police officers and spoke at length about the achievement that Rwanda has registered over the last 23 years, largely due to favourable security.

The Minister’s lecture to officers at the Rwanda National Police (RNP) General Headquarters in Kacyiru, was inline with the 23rd Commemoration of the 1994 Genocide against the Tutsi.

“We have achieved a lot as a country because we decided to make security our main pillar in whatever we do; as law enforcers, your contribution to sustainable development is paramount,” she said. Read More

Security situation calm during Kwibuka23 week, says Police

The security situation across the country was generally calm during the 23rd commemoration of the 1994 Genocide against the Tutsi, Rwanda National Police (RNP) spokesperson, Assistant Commissioner of Police (ACP) Theos Badege, has said.

In an interview, ACP Badege said that the commemoration week was marked with mass participation in commemorative events and security organs ensured that security was well maintained at all sites.

Normally, cases of genocide ideology are commonly reported during the commemoration period and according to the spokesperson, these cases keep dropping each year – “an indication that there is hope that at one point there won’t be a single case.”Read More

Kwibuka23: Youth Volunteers commit to fighting Genocide ideology

As the activities to mark the 23rd commemoration of the 1994 Genocide against the Tutsi, Rwanda Youth Volunteers in Community Policing (RYVCP) have pledged to put much effort in fighting against Genocide ideology through enhanced sensitization campaigns.

The commitment comes as an addition to RYVCP’s dedication to ensuring public welfare, safety and sustaining what the country has achieved so far.

In an interview with the Executive Secretary of RYVCP, Placide Bizimana, he said: “We, the youth, are the foundation of our country’s future, so it is important that we get involved in everything and drive the agenda.”

“This is why we have committed to fighting genocide ideology through enhancing sensitization campaigns, cooperate with different institutions particularly security organs in advancing national values as well as detecting and reporting cases of Genocide Ideology,” said Bizimana. Read More

Police rallies public against littering

In line with keeping the City of Kigali clean and green, police has reminded drivers and road users to always refrain from throwing or dumping waste in unauthorised places, which contravenes the law on environmental protection.

In an interview, the spokesperson for Traffic and Road Safety Department in Rwanda National Police (RNP), Chief Inspector of Police (CIP) Emmanuel Kabanda, said that part of ensuring road safety is maintaining cleanliness along roads and “this can only be done by ensuring the public doesn’t litter objects or waste on streets.”

“Dumping wastes on sidewalks and streets either while walking or throw them through car windows is prohibited and punishable by law…. However, as part of our mandate, we always opt to educate and remind the public about the laws as a preventive rather than imposing the law,” CIP Kabanda said.

He added: “The reason we keep sensitizing the public is because the country has invested a lot in ensuring total cleanliness; this kind of investment can’t be put to waste, that is why we encourage them to always use trash cans placed by the roadside and also own the responsibility of keeping our cities and country clean.” Read More

Police cautions on fire safety measures as fire guts Muhima shops

Rwanda National Police (RNP) has called upon property owners to take precaution against fire in their buildings and to insure that their businesses are safe from fire outbreak.

The call was made by Assistant Commissioner of Police (ACP) Jean Baptiste Seminega, the Commanding Officer of Fire and Rescue Brigade in RNP.

This was after one commercial building and eight shops were gutted in a blaze in Nyarugenge District in the wee hours of Wednesday.

Police said goods yet to be valued include stationary, motor-vehicle spare parts and food stuffs are among the property destroyed in the fire before the blaze was brought under control by the RNP firefighters. Read More

Police urges parents not to leave children untended to

Rwanda National Police (RNP) has called upon parents and guardians to take precaution and monitor their children while playing or moving around water bodies and ponds.

The call comes in a wake of a drowning incident where a six-year old girl slipped and fell into a pond in Gakingo cell, Shingiro sector of Musanze Disrict.

According to the Northern Region police spokesperson, Inspector of Police (IP) Innocent Gasasira, “Our preliminary investigations indicate that the girl was not attended to by the time she went near the pond.

“We inform parents and guardians to always monitor their children, and never leave babies alone especially in places where there are ponds and other things that can be harmful,” said the spokesperson. Read More

Suspected cattle thieves arrested in Kayonza

Police in Kayonza are holding four men suspected of stealing and slaughtering a cow belonging to one Alphonsine Mutuyinka.

According to the Eastern Region Police Spokesperson, Inspector of Police (IP) Emmanuel Kayigi, the four suspects, currently held at Rukara Police station, include Pierre Mujyambere and Jacque Nsekanabanga, who allegedly stole the cow from the kraal on April 10, at about 2am.

“They were later joined by one Jean Bosco Havugimana, who provided tools used to slaughter the cow, and they took the meat at one Modeste Rugwiza to sell it.

Both Havugimana and Rugwiza were also arrested.

“As Rugwiza kept looking for buyers, one resident got suspicious and called the police. We arrived at Rugwiza’s home and indeed found the meat. Rugwiza admitted he had got it from the other three men. The four suspects are in custody as we investigate the case,” said IP Kayigi. Read More

Police calls for ‘extra care’ mining during rainy season

Rwanda National Police (RNP) is calling upon mining communities to take extra caution and desist from carrying out mining activities unprofessionally in order to avoid likely disasters, especially in this rainy season.

The call follows an incident in Kayenzi Sector of Kamonyi district where one Christine Mujawamariya was buried by landslide after a cliff at a cassiterite mining site curved in.

The incident happened on April 10.

She succumbed to injuries caused by the accident as she was being rushed to Remera Rukoma hospital.

The deceased was an employee of GIMI Ltd (Gisizi Mining Limited) a mining company that owns the concession. Read More

One arrested in crackdown on forged traffic documents

Ongoing operations and crackdown on people holding or forging road traffic-related documents has led to the arrest of a motorcyclist, who was found with a forged driver’s license.

Jean Rusimbukayejo, 50, a medical assistant was arrested Sunday in Gitarama Cell, Nyamabuye Sector of Muhanga District.

The spokesperson for Traffic and Road Safety department, Chief Inspector of Police (CIP) Emmanuel Kabanda, said that “the arrest of Rusimbukayejo and many others so far facing varied jail terms, should signal what awaits anyone that still distributes or uses such forged documents.”

“We have since identified the person who sold this forged license to Rusimbukayejo at Rwf300, 000, and efforts are still underway to trace his whereabouts to face justice,” said CIP Kabanda. Read More

Police warns against self-administered justice

Police has cautioned members of public against taking justice into their own hands against suspected wrongdoers.

Chief Inspector of Police (CIP) Andre Hakizimana, the Southern region police spokesperson, while reacting to a recent case where people allegedly beat up a suspected thief in Mbazi Sector of Nyamagabe District, said that such actions are contrary to article 140 0f the law.

CIP Hakizimana said that two people have since been arrested in connection with the alleged self administered justice over manslaughter after the victim succumbed to injuries. Read More
