Prioritise national security - Minister Harerimana tells moto security supervisors

The Minister of Internal Security, Sheikh Mussa Fazil Harerimana urged security supervisors of Rwanda Federation of Taxi-Moto operators (FERWACOTAMO) to consider national security a priority in their day-to-day duties.

The Minister made the remarks on January 29, at Police Training School (PTS) in Gishari, Rwamagana District as he officiated at the closing of a one month training of 281 commercial motorcycle security supervisors from different cooperatives that form FERWACOTAMO.

“Having such cooperatives is a clear indication that we are living in a very organized country; you need to count on that by ensuring that you are the eyes and ears of security organs, that way you will be contributing to safety of the people,” said the Minister. READ MORE

Regional Police training institutions to harmonize modules

Commandants of Police colleges, academies and schools in Eastern Africa established a new network that would come up with mechanisms of harmonizing police training modules as means to jointly counter contemporary and cross border crimes.

The network was formed during their meeting in Kigali on January 25, which brought together commandants from South Sudan, Kenya, Uganda, Sudan, Ethiopia and Rwanda.

The meeting was held under the auspice of Eastern Africa Police Chiefs Cooperation Organization (EAPCCO), a regional body that brings together 13 countries.

It was in line with the directives of the 17th council of EAPCCO police chiefs held in Naivasha, Kenya that directed continuous and harmonized skills development of law enforcement agencies for effective policing. READ MORE

Police reminds public transporters on installation of speed governors as deadline roams

The Rwanda National Police (RNP) department of Traffic and Road Safety reminded public transporters to speed up the installation of speed governors to further prevent road traffic carnage especially those that are caused by high speed, and to avoid likely penalties that might arise of defiance.

In an interview, Supt. Jean Marie Vianney Ndushabandi, the spokesperson of the traffic department, said that although some transporters have “honoured their own set deadline,” there are others that have either made no attempt or are yet to programme the installed devices to 60 kilometres-per-hour maximum speed, as per the gazetted of February 26, 2015 Presidential Order.

Article 2 of the Presidential Order, stipulates that “any public or goods’ transport vehicle must be equipped with speed governors to control maximum road speed.”

The same article sets exactly one year from the date of publication of this directive, for all vehicles in question to have installed the device, in this case February 26 being the deadline. READ MORE

66 Police officers return from UN missions

The Inspector General of Police (IGP) Emmanuel K. Gasana has urged officers who take part in peacekeeping missions to exploit the knowledge they acquire in advancing their policing skills and taking Rwanda National Police to a higher level.

The IGP made the remarks on January 27, during a debriefing of 66 Individual Police Officers (IPOs) including 45 of them females, who returned home after completing United Nations peacekeeping tour of duty.

Thirty nine officers, all women, were serving under the United Nations–African Union Mission in Darfur (UNAMID) while 27 others were serving under the United Nations Mission in South Sudan (UNMISS). READ MORE

Ensuring vehicle mechanical status to prevent road carnage

The Rwanda National Police’s Motor Vehicle Inspection Center (MIC) plans to increase its outreach and road safety awareness this year as means for owners of vehicles to effectively utilize the available facilities to ensure the worthiness of their automobiles and to prevent likely traffic accidents caused by mechanical faults.

According to Chief Superintendent of Police (CSP) Emmanuel Kalinda, the Commanding Officer of the Motor vehicle Inspection Unit, plans are underway to add two more inspection lanes at the Remera MIC, which will further increase the number of vehicles inspected in a day.

“With the two new lanes that we will be unveiled this year, the Mobile Test Lane and a test lane at Gishari Integrated Polytechnic, the number of daily inspections will become more than double to 800,” CSP Kalinda said. READ MORE

Mentors in Bugesera told to reinforce anti-crime clubs in schools

Heads of secondary and primary schools in Bugesera District have been called upon to facilitate anti-crime clubs established in their respective schools to effectively conduct their community policing initiatives.

The call was made by various officials on January 28 during a meeting that brought together 150 mentors including Sector Education Officers, and the District Education Officer.

Pricilla Uwiragiye, the district vice Mayor in charge of Social Affairs, thanked the head-teachers for their performance last year, but added that every year should “bring something new in mentoring knowledgeable and focused students free from any crime.”

Thanking Rwanda National Police (RNP) for going an extra-mile to involve students and establish anti-crime clubs in schools, Uwiragiye said that the success of these clubs depends mainly on the head teachers to aid them and be their patrons and matrons in their debates and awareness to fight and prevent crimes, especially those that are common among the young generation like abusing drugs. Reformed street children form anti-crime club

Former street children in Bugesera District formed an anti-crime club through which they will reach out to other children that could be still engaged in unlawful activities.

The club composed of 60 youngsters was formed on January 29 during their meeting with police.

The youth said that their main focus would be to get their fellow youngsters from streets or in other illegal activities like drug abuse.

Assistant Inspector of Police (AIP) Cyprien Uwiragiye, the District Community Liaison Officer (DCLO) of Bugesera, thanked the youth for the initiative and pledged Rwanda National Police’s support to make their club successful. READ MORE

Police boosts handball team with new signings

Rwanda National Handball league reigning champions, Police HC signed three new players to bolster its squad ahead of the Heroes Day cup and the start of the 2016 national league season.

The Heroes Day cup will be played between February 20th and 21st, with all the eleven local clubs eligible to participate. Police are the defending champions.

Police coach, Assistant inspector of Police (AIP) Antoine Ntabanganyimana said the new signings, who signed a one year contract are right-winger Jean Nepomuscene from St. Aloys Rwamagana, center-back Jean Luis Munezero from APR and former Nyakabanda goal-keeper Placide Mutangana. READ MORE

Nyamagabe continues campaign against GBV

The campaign against Gender Based Violence (GBV) in Nyamagabe District continued on January 28 with a call for the residents to break silence against the vice and be active partners to combat such crimes.

Chief Inspector of Police (CIP) Peter Ntaganira, while speaking to hundreds of residents of Gasaka Sector, said that by embracing community policing, they will be promoting safety and putting a stop challenges facing women and girls, and other illegal and criminal activities.

The campaign was conducted simultaneously in all sectors of Nyamagabe as part of the force’s continued efforts to fight and prevent GBV in the country. READ MORE

Hospital staff in Ngororero acquires firefighting skills

Fifty-eight staff at Kabaya Hospital in Ngororero District were equipped with techniques to overcome fire outbreak, and how to use different gadgets to extinguish fire.

 Participants in an exercise held on January 27, included medical workers and other employees of the hospital.

 The hands-on skills training were organized by Police in Ngororero in partnership with the hospital management.

 The training is in line with the Rwanda National Police countrywide awareness against fire outbreak and to equip the public with firefighting techniques.

 Inspector of Police (IP) Alexandre Minani, the Ngororero District Community Liaison Officer (DCLO), fire incidents that occur cause massive damage because people around do not have the required skills to detect or put it out with the available gadgets, before it escalates. READ MORE

Public driver’s licence tests to start next week

The Rwanda National Police (RNP) department of Traffic and Road Safety announced the 2016 first quarter provisional and practical tests for driver’s licence seekers, who registered, will start on February 2.

Supt. Jean Marie Vianney Ndushabandi, the spokesperson of the traffic department, said the tests will be conducted in phases with the first phase to be conducted in the City of Kigali from February 2 to 7. READ MORE
