 UN Police Officers Course opens at Police Training School Gishari

The Inspector General of Police (IGP) Emmanuel K. Gasana, on November 23, officially launched the forth United Nations Police Officers Course (UNPOC) meant to equip the officers with peacekeeping skills.

The two-week course brings together 60 Police officers from eight countries, seven from Africa and Denmark. participants were drawn from Comoros, Ethiopia, Kenya, Somalia, Sudan, Uganda Demark and the host, Rwanda.

The course was organized in partnership with the Eastern African Standby Force (EASF) and the British Peace Support Team (BPST) to train more police officers to support the consolidation of the recently achieved full operational capability of EASF.

The course is aimed at preparing more standby police officers for deployment under the Eastern Africa Standby Force mandated missions as well as consolidating of the recently achieved full operational capability. READ MORE

 Burkina Faso officials commend Rwanda National Police judicial system

 A delegation of six officials from Burkina Faso visited Rwanda National Police on November 26 and commended the force’s judicial system and its policing initiatives in ensuring safety and security.

The officials were in the country for a five-day visit as part of their learning tour meant to facilitate judicial reforms in Burkina Faso.

“We came to Rwanda for many reasons; We have a ten-year project (2010 to 2019) in Burkina Faso to see how we can achieve our objectives of having a well structured justice system for all and we understand that in the justice chain, Police is the starting point and that’s why we have visited Rwanda Police to see and learn from your experience,” Mouhamadou Niang, the head of the delegation and IT in the EU funded project, said.

“Choosing Rwanda as a learning centre was a wise decision. Rwanda is an example of information technology in Africa both in public services including in justice sector, and that’s why we are here to learn how you do it so that these best practices are implemented back in our country,” he added.  RHA, Rwanda National Police strategise asbestos removal

The Rwanda National Police (RNP) and Rwanda Housing Authority (RHA) held a consultative meeting on November 26 on how to harmonise the removal of asbestos roofing on public and private buildings.

About 53 police officers, who include those attached to the RNP Engineering Regiment, district and regional judicial police officers, attended the meeting.

The two institutions signed an agreement in 2011, partly to partner in the implementation of the removal and disposing off the cancerous asbestos roofing.

Subsequently, 50 police officers were trained in the removal and disposal off of the asbestos in the same year. At least 44 percent of asbestos has been removed since 2011.

Speaking during the meeting, Eric Serubibi, the head of Housing Projects and Development Department at Rwanda Housing Authority commended the active role of RNP in the removal of the deadly roofing materials. READ MORE

 Traffic eases renewal of expired driver’s licence

The Rwanda National Police (RNP) Traffic and Road Safety department has eased the process through which members of the public holding expired driver’s license, can renew them.

In an interview, Supt. Jean Marie Vianney Ndushabandi, the spokesperson for the traffic said the department also allows relatives or friends of all those seeking to renew their permit, including the Diaspora.

“We want all people, wherever they are, not to be affected by this ongoing renewal process. However, no person can collect a licence on behalf of another; it’s the owner that has the sole right to collect the renewed permit, those in Diaspora can collect it anytime they return home,” said SP Ndushabandi.  Fighting motorcyclists theft

Taxi motor operators were urged to strengthen their cooperation with security organs to fight and prevent criminality especially theft, which is partly facilitated or orchestrated by some of their own members.

 The call was made by various officials during a meeting with thousands of motorcyclists operating in the City of Kigali, held at Kicukiro stadium on November 23.

 The meeting focused on streamlining the profession of commercial motorcyclists and to woo them to be active in community policing initiatives.

 The meeting followed theft of motorcycles and speculations of “killings of motorcyclists” which Rwanda National Police said were hyper-reported.

 Assistant Commissioner of Police (ACP) Elias Mwesigye, the Central Regional Police Commander, urged the motorcyclists to refrain from such “false speculations” and instead join security organs to fight even the few cases that still exist.

 “Two motorcyclists were killed but not eight as some of you are meant to believe, and two main suspects have so far been arrested. Killing or injuring one person, or even stealing one motorcycle cannot be tolerated, these evil motives and actions should be fought by us all through vigilance and timely information sharing,” ACP Mwesigye told the motorcyclists.   

 It was a moment of joy as the motorcyclists cheered as Police also paraded eight suspects, who were arrested in crackdown operations against motorcycle theft. READ MORE

 Mobile Police station van excites Gicumbi residents

Residents of Gicumbi District queued up in Rubaya sector to file their concerns at the Mobile Police Station Vehicle, which started its tour in the district, last week.

The mobile services are reserved for citizens residing or working in places located far away from police stations, with a mobile vehicle combing remote villages looking for residents who wish to file complaints or report injustices.

 Police officers also use this moment to sensitise the public on security issues as part of its community policing strategy.

Majority cases filed at the Mobile police station include land disputes, domestic wrangles, domestic and gender based violence. READ MORE

 Continued anti-crime awareness in districts

 The awareness against crimes continued in various districts to bring the general population on board in implementing community policing initiatives.

 In Kicukiro and Kirehe districts, the awareness focused on fighting gender based violence while in Gatsibo district, residents were sensitized on fighting human trafficking.

 In Rubavu, COCTMO cooperative composed of over 150 commercial motorcyclists formed the anti-crime club on November 25, which members believe will not only facilitate safety of their business but also the safety of the district. This was less than a week after COTMERU, another commercial motorcycle cooperative in Rubavu District formed another anti-crime club.

 Suspected impersonator arrested

Police in Kicukiro District arrested a 29 year old man for allegedly impersonating government officials to solicit money from people.

Charles Mwumvaneza is alleged to have forged a service card and posed as an official in charge of construction inspection in the City of Kigali through which he would solicit money from people through threats.

It the time of his arrest on November 25, Mwumvaneza was apparently demanding Rwf150, 000 from one Gisele Ufitinema, whom he was attempting to blackmail that she was constructing a residential house in Kicukiro, illegally.

It later emerged that Mwumvaneza was also soliciting another bribe of Rwf1.5 million from another person on similar grounds. READ MORE

 Police claim inaugural beach handball tourney

National League Champions, Police handball club and Rubavu-based side Vision Jeunesse Nouvelle clinched the inaugural beach handball titles in the men and women categories, respectively, over the weekend in Rubavu.

Police retained the title to after downing Vision Jeunesse Nouvelle 2-0 in the men’s final, while the none-league outfit took the women’s crown after a 2-0 win over Stella on the final game. READ MORE
