Police Week 2017: Ensuring human security as an essential factor for safety and community development

On May 16, Rwanda National Police (RNP) officially launched the countrywide community development activities to mark its 17th anniversary. Since 2010, RNP in collaboration with its policing partners has conducted this annual campaign best known as ‘Police Week.’

Police Week is yet another opportunity to deepen the Police-Public partnership and citizenry participation in inclusive policing as a proactive and efficient tool in crime prevention and own security.

The 4th resolution of the 13th National Dialogue of December 2015, demands deepened citizen participation in planning, monitoring, and implementation of development programmes. Police Week, therefore, responds to this demand by ensuring effective engagement between the police and the community, along with other government institutions and partners in addressing existing human security needs in collaboration with citizens as they take part in their own security and development issues.

Thus, RNP strongly believe that enhanced citizen participation in the maintenance of security produces enormous dividends that help to strengthen the pillar of law and order and to support efforts geared towards sustainable development and social wellbeing of the people. READ MORE

Third DASSO intake graduate at Police Training School

At least 371 joined District Administration Security Support Organ (DASSO), after completing a three-month training at the Police Training School (PTS) Gishari.

88 of the trainees were females.

The pass-out was presided over by the State Minister in the Ministry of Local Government in charge of Socio-Economic Development, Vincent Munyeshyaka.

It was also attended by the Inspector General of Police (IGP) Emmanuel K. Gasana and Deputy IGP in charge of Administration and Personnel, Juvenal Marizamunda as well as mayors of 15 districts where the graduands were recruited.

While emphasizing on professionalism and discipline, the State Minister said the two principles are very essential for service excellence in the security-related duties they are undertaking and efficiently serve the people. READ MORE

IGP commend role of ‘Youth Volunteers’ in Policing

The Inspector General of Police (IGP), Emmanuel K. Gasana commended the members of Rwanda Youth Volunteers in Community Policing, for their role in anti-crime awareness and crime prevention.

IGP Gasana was speaking on June 22 during a meeting with district coordinators of the youth organization. The meeting held at the Rwanda National Police (RNP) General Headquarters in Kacyiru, was also attended by District Community Liaison Officers (DCLOs) of all the 30 districts.

The Police Chief noted that the youth group, like other community policing groupings and Rwandans in general, has played an enormous role in promoting community safety citing the latest activities during the just concluded ‘Police Week. READ MORE

Musanze: Separate operations seize illicit drugs worth Rwf10 million

Separate Police operations against drug-related crimes conducted in Musanze district in the last few months intercepted contrabands and other psychotropic substances worth over Rwf10 million 

The seized drugs were destroyed on Friday in a public exercise that also aimed at showing and sensitizing residents on dangers caused by the drugs, and consequences that awaits either dealers of consumers.

According to Inspector of Police (IP) Innocent Gasasira, the police spokesperson for the Northern Province, the seized and destroyed illicit gin include crude gin called Kanyanga, gins packed in banned plastic bags like Blue Sky, chief Waragi, kitoko, and cannabis. READ MORE

Three motorists arrested for attempted bribery

Three people, including a driver and two motorcyclists were arrested separately in connection with attempting to bribe police officers, after they were caught in traffic-related offences.

One of the suspects; Jean de Dieu Ntegeyimana was arrested on June 21 in Rubavu District after he tried to offer a bribe of Rwf40, 000 to release his motorcycle that had been impounded after the rider was found without a permit.

Two other suspects; Yves Ufitimana (driver) and Vincent Ntivuguruzwa (motorcyclist) were arrested separately on Thursday in Rubavu and Karongi districts, respectively. READ MORE

Rubavu: Police seize 45kgs of cannabis

Police in Rubavu District arrested a 28-year old man identified as Senzira Uzayisenga, after he was found trafficking about 45kgs of cannabis into the country.

The suspect was arrested in Iyobokamana Village of Mbugangari Cell in Gisenyi Sector.

According to the Western Region Police spokesperson, Chief Inspector of Police (CIP) Theobald Kanamugire, Uzayisenga was arrested following information provided by residents, who had suspected him of trafficking drugs. READ MORE

Police arrest 30 illegal miners in Gatsibo

At least 30 were arrested in separate operations conducted in Gatsibo District after they were allegedly found in illegal mining activities.

All the suspects were arrested red-handed in operations conducted in the night of June 20 in Rugarama Sector, Police Spokesperson for the Eastern Province, Inspector of Police (IP) Jean Bosco Dusabe, said.

They were mining cassiterite, he added.

The spokesperson explained that the successful operations were informed by a tip off from the residents. READ MORE

Ending child labour is a responsibility for all, Police

Rwanda has put in place several measures to end child labour, which has resulted into majority victims being withdrawn from child labour activities and accorded decent life.

Among the measures that have been applied include enacting and enforcing laws against child labour as well as Rwanda National Police awareness campaigns conducted in partnership with relevant institutions.

At least 7,000 children have been rescued from child labour in the last seven years, according to statistics.

On Tuesday, the campaign was held in Kayonza District where police met with over 3000 residents of Mukarange Sector as well as student and teachers from four schools. READ MORE

Police Senior Command students in Tanzania for study tour

Police officers from nine African countries currently attending a ‘Police Senior Command and Staff Course’ at the National Police College (NPC), conducted a week-long external study tour in Tanzania where they will visit different public, private and security organs.

The study tour, which is part of the one year course, started Monday with the course participants visiting the Headquarters of the Tanzania Police Force (TPF) where they were received by the Inspector General of Tanzania Police Force, Simon Sirro.

IGP Sirro, while briefing the students, stressed the importance of “multilateral cooperation in general in curbing crimes and facilitating exchange of professional knowledge.”

He emphasized the “oneness of African countries and societies on which African countries should build their unity.” READ MORE

Governor Munyentwari urges Karongi residents on crime prevention

The Governor of the Western Province, Alphonse Munyentwari called upon residents of Karongi District to equally take a leading role in ensuring their communities are free of all forms of insecurity and lawlessness.

He was speaking on June 19, at a meeting that brought together representatives of various women, youth and people living with disabilities’ groups.

Governor Munyentwari was flanked by the Regional Police Commander (RPC), Assistant Commissioner of Police (ACP) Emmanuel Karasi.

“Ensuring peace and security is not a one institution function, but concerted efforts of all Rwandans at all levels” the Governor said. READ MORE

COMMUNITY POLICING: A people centred policing in Rwanda

Rwanda National Police (RNP) was formed in the year 2000 with the responsibility to uphold the law, prevent crime, pursue and bring to justice those who break the law, protect, help and reassure the people and do this with integrity, and sound judgment. 

At the time, RNP had about 3500 officers to Police a population of nearly 10million. Achieving such a mission with relatively few staff required well thought strategies, dynamic and actionable plans that would address contemporarily policing challenges and emerging security threats particularly so in a post genocide environment.

The method that was chosen and that was to remain the backbone of RNP policing style to date was the Community Policing strategy.

Community Policing is a philosophy premised on Police Public Partnership and characterised by proactive approaches and activities that combine awareness campaigns against crime with human security initiatives which create opportunities for Police- Public interaction. 

This helps to uplift the quality of life for the communities and addresses concerns that would otherwise give rise to security issues and crime. A Community Policing model has been illustrated by the Community Oriented Policing Services (COPS). READ MORE

Crime Prevention: Youth in Eastern Province urged to be agents of positive change

The youth from the Eastern Province were encouraged to be agents of positive change to ensure safer societies, and be part of Rwanda’s transformation.

The call was made by the Governor of the Eastern Province, Judith Kazayire on June 18 while meeting over 400 youths in Mukarange Sector.

The Governor noted that young people have been key players in the transformation of the country including taking a leading role in its liberation.

Flanked by the Regional Police Commander (RPC) Assistant Commissioner of Police (ACP) Dismas Rutaganira, Governor Kazayire, said that the prevailing peace and security was brought about by young people and "should be maintained by young generation of today." READ MORE
