Rwanda, Turkey sign security cooperation agreement
On August 28, the governments of Rwanda and Turkey have signed security agreement to reinforce the existing bilateral cooperation between the two countries.
The pacts were signed in Ankara, Turkey where a Rwandan delegation headed by the Minister of Internal Security, Sheikh Musa Fazil Harerimana, was on a working visit.
Minister Harerimana and his counterpart of Turkey, Mr. Sebahattin Öztürk signed the security cooperation agreement to strengthen the existing partnership in areas of capacity building, sharing of information on combatting transnational and organized crimes, and exchange programmes, among others.
At the same event, Rwanda's Inspector General of Police, Emmanuel K. Gasana and his counterpart of Turkey Police signed a memorandum of understanding to cooperate in areas of training, focusing on counter terrorism, cybercrimes, special forces training and Training of Trainers (ToT) courses, among others.

Police extends anti-crime message to residents during Umuganda
On August 29, Police officers attached to Rwanda National Police (RNP) Headquarters in Kacyiru, led by the Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, DCGP Juvenal Marizamunda, joined hundreds of residents of Kibaza and Kamutwa cells to participate in the monthly community service, locally known as Umuganda.
During umuganda officers joined the residents from the two cells to clear bushes and slash over grown shrubs, as well as clear clogged trenches, in a bid to improve the overall environment of the areas.
While speaking shortly after Umuganda, DIGP Marizamunda commended them for maintaining a positive attitude towards working together for the country’s development – and urged them to continue cooperating with police to overcome threats to peace and stability.
“Rwandans are well-known for embracing home-grown solutions like Umuganda to address their own challenges, and today’s togetherness is a sign that working together is the best way to achieve our national goals,” DIGP Marizamunda said.
RNP breaks motorcycle theft ring
After thorough investigations, Police last week apprehended two motorcyclists said to be the main suspects behind the theft of five motorcycles stolen in the City of Kigali in the last two years.
The two suspects who were stealing from their colleagues especially at night confessed to the crime in their testimony to Police, although they maintained that they stole only two motorcycles, which they sold in the neighboring country at a cost of Rwf700, 000.
Cyber Security: Police urges public to be vigilant against cyber attacks
Senior Supt. Eric Kanyabuganza appealed to the general public to be conscious about any form of transaction especially electronic transfers not to fall prey of cyber criminal gangs.
He advised that people should use all modes possible to verify if the payment is legal or going to the rightful recipient, to be on a preventive side.
He cited examples that include a Nigerian citizen, Seheed Olalejan Adebayo who entered Rwanda and connected with John Ruzige Gasana, a Rwanda last year and defrauded their customers of US$175,800 (Approx Rwf 130million) through their company named Miriensol Holdings Limited claiming that they would be offering travel and tour services.
The duo had acquire, from a local bank, a countertop card – Point-of-Sell (POS) device – a machine used to process financial transaction from one bank account to another using a credit or debit card.
“We discovered that they were using the POS to manipulate cards of individuals in Europe and transfer the money on Miriensol Holdings bank account. The Nigerian was the technician behind the scam while Gasana would withdraw the money and they share it,” said Senior Superintendant Eric Kanyabuganza, the director of Economic and Financial Crimes unit at Rwanda National Police.
“This proves that cyber crimes have no borders, it can be committed anywhere at any times, that’s why dealing with them requires joint and concentrated efforts,” said Kanyabuganza.
Rwanda National Police embarks on wildfires prevention campaign
On August 27, the Rwanda National Police (RNP) Environmental Protection Unit (EPU) started an awareness programme in communities in a bid to mitigate and prevent wildfires that tend to be common in the dry season, destroying national parks and forestry reserves.
The campaign started in Kayonza, one of the districts affected by bush fires in the recent past.
According to Inspector of Police (IP) Emmanuel Kayigi, Police spokesperson for the Eastern region, at least 327 hectares of land, including part of the national park, has been burnt in the region in the last one-and-half month.
About 184 hectares of the burnt land in the Eastern Province was in the eight sectors of Kayonza, IP Kayigi explained.
While speaking to residents of Ndego Sector in Kayonza, where the official launch was held, CIP Corneille Murigo, the director of the RNP Environmental Protection Unit (EPU), urged them to desist from reckless acts like burning dry fibres in gardens and bee harvesting, which lead to wildfire.
“Something done by one person affects the entire nation. It should be the responsibility of everyone to take precautions to prevent such incidents, and in case it occurs, be quick call Police and organize and a community to respond before the fire escalates,” CIP Murigo said.
How Gishari Integrated Polytechnic is contributing to skills Development
Rwanda National Police has a mandate to provide security of people and their property and to achieve this demanding duty, a number of initiatives and strategies must be applied among which crime prevention, community policing and ensuring human security are at the fore front .
The Government of Rwanda in its drive to achieve the employment targets of 200,000 jobs annually, several institutions have to come up with policies, strategies, and programmes to interlink them with the national agenda for generating adequate and productive employment opportunities.
For Rwanda National Police (RNP), contributing to the National Employment Policy (NEP) is aligned with ensuring human security by educating nationals and also providing for their welfare and this in turn reduces criminality.
One of the force’s contributions is through Gishari Integrated Polytechnic (GIP), which was established in March 2013 and has since graduated several youth in its diploma and Technical Vocational Education and Training (TVET) programmes.
GIP, a technical and vocational dducation raining school is one of the wings of the Police Training School (PTS) Gishari in Rwamagana District.
It was established in partnership with the Workforce Development Authority (WDA) to promote, facilitate, and guide the development and upgrading of skills and competencies of the national workforce including police officers and civilians, in order to enhance competitiveness and employability.
According to the Principle of GIP, ACP Sam Karemera, since the time RNP entered into agreement with WDA to establish the vocational institute, the school has recorded several achievements; among them include contributing to the National Employment Policy and improving the welfare of the people neighboring the school.
800 officers sit UN exams
A group of 800 Rwanda National Police (RNP) officers, including at least 200 female officers, have began the United Nations (UN) Selection Assistance and Assessment Team (SAAT), as they aim to serve in peacekeeping missions.
The tests which began on August 24 targets to pool professional and qualified Individual Police Officers (IPOs) to serve as advisors in different UN peacekeeping.
The exams, which occur biannually, are being conducted by a team from the UN, and will run until September 2.
In an interview with Assistant Commissioner of Police (ACP) Jimmy Hodari, Commissioner for Peacekeeping Operations at RNP, he said the tests are carried out among countries willing to offer peacekeepers, of which "Rwanda has been singled and always ready to serve."
“The exam is conducted in four different tests , which seek to test fluency in languages – French or English, their computer skills, driving skills and their proficiency in handling fire arms. Candidates have to pass the minimum requirements for each test before being allowed to continue to the next test. Those who do not pass a test will not be able to continue to the next test,” ACP Hodari said.
