UN commend Rwandan Police peacekeepers in CAR on protection of civilians

The United Nations recognized the role of Rwandan Police peacekeepers serving under the UN Multidimensional Stabilization Mission in Central African Republic (MINUSCA) for their quick response to protect an IDP camp, when it was attacked by an armed group, recently.

Between June 30 and July 2, the Rwanda Formed Police Unit Two (RWAFPU2) contingent in CAR successfully secured an Internally Displaced person (IDP) camps in Kaga-Bandoro region, when it experienced series of attacks from ex-seleka militias.

The IDP camps located about 400km from the capital Bangui, is a home of about 25, 000 displaced persons and currently under the protection of RWAFPU2.

In a formal letter dated July 21, and directed to the contingent commander of RWAFPU2, Chief Supt. Jean Claude Kajeguhakwa, Dr. Renner Onana, the chief of the Human Rights and Justice Section in MINUSCA, said: “You have been there for the people every time they needed you. Your deeds presents hope. Your actions will forever be in the history of MINUSCA and the UN Security Council.” Read more

Police calls for ‘safety precautions’ despite fall in fire outbreaks

Police called upon the general public to always take safety precautions against fire outbreaks, despite the decrease of fire incidents by 40 percent since the beginning of the year compared to the same period last year.

The Commanding Officer for the Rwanda National Police (RNP) Fire and Rescue Brigade, Assistant Commissioner of Police (ACP) Jean Baptiste Seminega, attributed the decrease to awareness campaigns that the police embarked on educating people on “safety standards.”

Last year, the fire and rescue unit trained over 20000 members of the public in firefighting and prevention and inspected over 1, 200 public and private facilities.

“In May this year, for example, we recorded 15 incidents; in June and July, we recorded a combined 14 incidents. The decline is not what we are looking at… we need to ensure that no incident happens, and that starts from an individual responsibility at home, school and owners of facilities, by taking all necessary safety measures,” ACP Seminega said. RNP warns over violation of electoral rules

Rwanda National Police called upon the general public and leaders in particular to respect legal instruments governing elections and campaigns, warning that appropriate action will be taken to anyone, who will be caught disrupting the electoral process.

RNP spokesperson, Assistant Commissioner of Police (ACP) Theos Badege, said that although there is overall safety and security, either of candidates, at campaign venues and on roads, there are some people, who have been implicated in violation of the electoral rules and regulations.

“All candidates are equal and have equal rights before the law, and that should be respected,” the spokesperson said. Read more

Police renews call for vigilance to prevent road carnage

Road safety standards are meant to protect and ensure the safety of all road users, and must be respected at all times, police has said.

The spokesperson for Traffic and Road Safety department, Chief Inspector of Police (CIP) Emmanuel Kabanda, observed that some motorists breach traffic rules and regulations especially in the ongoing presidential campaigns, calling it “an intolerable malpractice.”

“The campaigns or any other events do not replace other laws; they are organized and conducted in consideration of other legal and safety instruments, and traffic rules and regulations are among those legal tools that ensure that people are safe on roads as they enjoy their electoral rights,” CIP Kabanda said.

“Every vehicle should be used for its purpose and with all the requirements. If it’s licensed to transport people or goods, that should be respected. Appropriate action will be taken against any driver or vehicle that will be found in activities that are contrary,” he added. Read more

Impact of new police stations: The Gikomero story

It’s Tuesday, 10:27 am; Jean Claude Nzabonimpa (not real names) in company of a woman only identified as Maria, arrives at Gikomero Police Station in Gasabo District where they are received by the station commander, who guides them to the office of the judicial police officer best known in a French acronym OPJ.

Nzabonimpa and Maria’s urgency was to report a crime.

Apparently, the 24 youthful university students, while running an errand earlier, witnessed an incident related to gender based violence in Twina Village of Murambi Cell. Maria was being assaulted.

According to Nzabonimpa, the victim was not willing to report the crime. On her part, Maria says she “wasn’t sure of what to do” since the assaulter was her husband. Read more

RNP awarded for service delivery

Rwanda Governance Board (RGB) awarded Rwanda National Police (RNP) as one of good performers in service delivery.

This was during a function to recognize institutions that emerged best performers in service quality under the campaign dubbed: “Nk’uwikorera”.

Assistant Commissioner of Police (ACP) Celestin Twahirwa, commissioner for Community Policing , who received the award on behalf of RNP, said that the “award gives us more strength to perform even better.” Read more

No major incidents in ongoing presidential campaigns, says Police.

Rwanda National Police said that the security situation in the ongoing presidential campaigns in “generally calm” with no major incidents.

RNP spokesperson, Assistant Commissioner of Police (ACP) Theos Badege, said that although the force has put in place “extra caution” to ensure safety of people, “Rwandans have continued to exhibit the highest spirit of vigilance and respect for the law while exercising their electoral rights either on campaign sites or communities.”

“We call upon motorists to abide by traffic rules and regulations especially during the ongoing presidential campaigns, where movements are very high, to prevent fatal accidents. Elections do not replace other laws,” ACP Badege said. Read more

Gakenke: Clerics recommit to crime prevention

Leaders of faith based organization in Gakenke District recommitted to join hands with the Police and authorities to intensify efforts to prevent crimes and ensure safety and security in the district.

During the meeting of opinion leaders including about 50 clerics, and presided over by the district mayor, Deogratias Nzamwita, the clerics pledged to use their influence in their respective churches to educate especially the youngsters on dangers of abusing drugs

The clerics determined to increase action against crime by using their influence to discourage and educate youngsters the dangers of drug abuse and acts that may lead to crimes. Read more 

Contracts of Police FC coaching staff extended

Police Football Club extended contracts that run until 2020, to all its three members of the coaching team.

Those whose contracts have been extended are Innocent Seninga, the head coach; Justin Bisengimana (Assistant coach); and Jean Claude Maniraguha (goalkeeper coach).

Police FC spokesperson, Chief Inspector of Police (CIP) Jean de Dieu Mayira disclosed the development.

According to Mayira, under the new contract, the club should win at least one trophy in local football tournaments. Read more
