Men and women of the Rwanda Defence and Security Forces;
1. The year 2019 comes to an end, and we are about to celebrate as we usher in the New Year 2020. I wish to take this opportunity to extend, on behalf of the Government of Rwanda, my family and my own behalf; my best wishes to you and your families.
2. Indeed, I wish to express my gratitude to you, officers and men, who continue to work tirelessly with dedication and determination to defend the freedom, and stability of our people and country.
3. The nation of Rwanda appreciates the invaluable sacrifice you continue to provide as you strive to advance the causes of peace and safety at home and abroad.

RNP reassures safety in festive season
Rwanda National Police (RNP) called for the public’s vigilance and active partnership in maintaining safety and security in this festive season.
The force said that the proactive ideology of community policing plays a great role in fighting and preventing crimes, identifying wrongdoers and called for "continued responsive spirit by reporting anyone that would attempt to destabilize their peace, joy and celebrations." Read more
Protect children in this festive period
The general public were called upon to protect children against alcohol and other behaviors that violate their rights.
While emphasizing the role of the citizenry in protecting and promoting rights of children, Rwanda National Police (RNP) spokesperson, Commissioner of Police (CP) John Bosco Kabera, said that it is common to find minors taking alcoholic beverages and in night clubs in festive period, which is prohibited and punishable by law. Ugandan arrested trafficking heroin
Rwanda National Police (RNP) arrested a Ugandan national identified as Rashid Mugenyi for attempting to traffic 1kg of heroin to China through Rwanda.
He was arrested at Gatuna border post as he was going back to Uganda, a day after he mailed two text books through FedEx Express in Kigali, in which the hardcore narcotics were concealed. Read more
Police urges against noise pollution
They say that life without celebrations would be horrible. However, celebrations should take into account policies, discipline of life and rights of other citizens.
Rwanda National Police (RNP), therefore appealed to owners of bars, churches and those intending to hold music shows, overnight prayers and other leisure events in this festive season to regulate their sound to “avoid noise nuisance.” Read more
Police urges public to adhere to weather advisory
Rwanda National Police (RNP) urged the general public to respect weather advisories to prevent falling victims of disasters especially in this period of torrential rain.
The caution followed Wednesday night heavy rains which claimed lives of at least 12 people in different parts of the country.
RNP spokesperson, Commissioner of Police (CP) John Bosco Kabera said that some people become victims due to "lack of compliance" to weather and disaster advisories. Read more
No accident caused by festivities, says CP Mujiji
Police continues to urge motorists to be "extra careful on road and observe traffic rules and regulations to avoid accidents.
Commissioner of Police (CP) Rafiki Mujiji, commissioner for Traffic and Road Safety Department, said that most of the accidents recorded on the eve of Christmas and on Christmas Day were "minor and not related to celebrations."
"Out of 15 accidents recorded in the two days across the country, 10 were minor, four serious and one fatal," CPMujiji said. Read more
Northern Province: Governor Gatabazi tips taxi-moto operators on community policing
The Governor for the Northern Province, Jean Marie Vianney Gatabazi urged commercial motorcyclists in Musanze District to be active in community policing to prevent anyone that would attempt to destabilize security and peace in this festive period.
He further reminded them to ride responsibly to prevent causing or getting involved in road accidents.
The Governor made the call recently while addressing about 900 motorcyclists operating in Musanze.
He appealed to them not to be moved by celebrations and forget their duty in fighting and preventing crimes and "responsible road usage." Read more
