Police investigators discuss progress

About 260 police investigators of   the Rwanda National Police (RNP) Criminal Investigation Department (CID) held their annual meeting on January 15 to review their performance in the last year and set new targets to further improve and effectively support criminal justice.

 While officiating at the meeting held at the RNP headquarters in Kacyiru, the Inspector General of Police (IGP) Emmanuel K. Gasana thanked the officers for their outstanding performance in the past year but reminded them to stay on course and always be innovative to realize their mission and vision of the force and CID in particular.

 “This is a new year and it should be defined by more achievements, professional values and ethics while performing your duties,” IGP Gasana said. READ MORE

Rutsiro residents construct Rwf27 million Police Station

The Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, Juvenal Marizamunda, on January 14 officiated at the inauguration of a Police station built in Rusebeya Sector of Rutsiro District out of the financial support contributed by the residents.

The Police station was constructed at a tune of Rwf27.5 million with about Rwf20 million being a contribution from Rusebeya residents and Rwf7.5 million by the district as part of their community policing activities.

The construction came at a time when Rwanda National Police is decentralizing police station down to the sector level to get closer to the people.

DIGP Marizamunda pointed out that, “the police post comes as part of finding own solutions to our challenges - - an initiative by President Paul Kagame that has fully been embraced by Rwandans.”

He went on to explain that security is a major pillar in development and thanked residents of Rusebeya and local leaders for their immense support to policing initiatives. READ MORE

Northern Corridor meeting ends on high note

A three-day meeting of senior officials from defence, peace and security and Foreign Affairs clusters under the Northern Corridor Integration Projects (NCIP) ended on January 15 in Kigali, Rwanda and adopted a report of joint experts which partly established a coordination mechanism among the three clusters.

The peace and security clusters include Police, immigration and correctional services, among others.

The adopted report also highlights accession procedure to admitting other states to the mutual defence pact and the mutual peace and security pact, and a comprehensive mechanism for the conflict and dispute prevention, management and resolution.

The report will be forwarded to the joint ministerial meeting to be held on the sideline of the 13th Summit in Kampala, Uganda later this year, for consideration before being forwarded to the summit for approval.

Rwanda’s Chief of Defence Staff (CDS), Gen. Patrick Nyamvumba said that these developments paves way for South Sudan, which has been actively participating in all meetings as a senior observer, “to accede to the two pacts as a partner state with equal rights.” READ MORE

RNP leadership assess performance of force units

Rwanda National Police (RNP), last week, conducted a countrywide tour to deliver President Paul Kagame’s New Year message to the commissioned officers in all units, and also assess their performance and encourage them to keep the course and work harder.

As the Inspector General of Police (IGP), Emmanuel K. Gasana met with Commissioned Officers in the Eastern Province and City of Kigali, DIGP Dan Munyuza of Operations in the Northern while DIGP Juvenal Marizamunda of Administration and Personnel delivered the same message in the Southern and Western regions.

IGP Gasana challenged them to be accountable in everything they do.

“Your daily operations should be characterized with complete sense of responsibility, carefulness, professionalism and driven by values. For us to maintain the momentum and even perform better we need to keep up with modern trends and be more vibrant at all times,” the Police Chief told the officers after reading to them the President’s message.

270 students join youth crime preventers’ organization

The Rwanda Youth Volunteers in Crime Prevention Organisation (RYVCPO) was boosted with new 270 members who joined the organization in Gatsibo District.

 The students, all in their senior six vacation and currently attending a civic education programme – Ingando – at Gakoni Polytechnic, joined the organization on January 13.

 Steven Rugengamanzi, the coordinator of RYVCPO in Gatsibo, who welcomed the new members, thanked them for “choosing wisely” saying that this is a big boost their community policing initiatives.

“We, in this organization, live and lead by example and that’s what is expected of you,” Rugengamanzi told the new entrants. READ MORE

Understanding the RNP ‘Financial Investigation Unit’

The G-7 summit held in Paris, France in 1989, recommended that states globally establish a central ‘Financial Investigation Unit (FIU). In implementing this decision, Rwanda through Rwanda National Police created the unit in 2011, making Rwanda among the 112 countries worldwide that have so far heeded the G-7 call. In East Africa, Tanzania was the first country to establish the centre in 2007, Kenya in 2012 and Uganda in 2014. In an interview, ACP Joseph Costa Habyara, the director of FIU spoke to Bosco R. Nine Police officers tie knot

It was all joyous at Gishari Sector in Rwamanagana District on January 15 as nine police officers from the Rwanda National Police (RNP) Band Unit tied a knot in joint organized civil marriage presided over by the Sector Executive Secretary, Placede Nsengiyumva.

Addressing the couples after tying the knot, the Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, Juvenal Marizamunda thanked them for holding a unified idea to jointly holding the event together.

He reminded them that as police officers, they should be exemplary citizens by living in harmony with their spouses striving to develop their families and proper upbringing of their children. READ MORE

4000 ADEPR youth in Nyagatare conduct ‘Walk against Drugs’

About 4, 000 youth members of ADEPR Pentecostal church in Nyagatare District, on January 13 conducted a campaign against abuse of drugs in an event that also attracted hundreds of area residents, local leaders and security organs.

 The mass awareness exercise started with a ‘Walk against Drugs’ from Nyagatare ADEPR parish through Nyagatare town and back to the parish as the youth chanted against drug abuse holding placards and banners with message calling for collective responsibility to stamp out the vice that is rated high among the young generation.

 Charlotte Musabyimana, Nyagatare District vice mayor in charge of social affairs, while speaking to the youth, commended them for the courage and noble action to fight drug abuse urging residents to “learn a lesson” from them.

 “This defines what is required of the youth as future leaders. A healthy and responsible youth predicts a better future and today you set an example that other youth and Rwandans in general should emulate to build a community and generation that is free from drugs,” Musabyimana said. READ MORE

Rutsiro CPCs urged to reinforce community policing mechanisms

About 120 members of Community Policing Committees (CPCs) from Boneza Sector in the Rutsiro District held a meeting on January 11, in which they were reminded to actively enhance community policing initiatives like neighborhood watch to prevent crimes.

Speaking to the members of community policing committees, the District Community Liaison Officer Inspector of Police (IP) Jerome Nsabuwera reminded them to focus on crime detection and prevention.

IP Nsabuwera noted that security shouldn’t be left to RNP alone but to the community, which should act vigilantly by providing timely information to Police in order to avert crime, a responsibility the CPCs share. READ MORE

Huye: Police hail public partnership in fighting drug abuse

Police in Huye District said its partnership with the residents has tremendously paid off especially in the field of fighting drug abuse.

“We usually encourage the public to report such offenses and indeed residents of have proved that they can’t tolerate such offenders in their neighborhoods,” said Southern Province Police spokesperson Chief Inspector of Police (CIP) André Hakizimana. 

"Fighting drug abuse remains part of the police operation priorities and officers in collaboration with the public are alert to ensure that such suspects are apprehended, residents are always helpful in providing information about such illegal practices happening in their communities."

 “RNP will carry on fighting against illicit brews and drugs. We have formed local partnerships to do this, but more still needs to be done through community policing in order to completely cut off both the manufacturing and distribution chains of these products,” he said. READ MORE

Police cracks down on fraudsters in Nyamagabe

Residents of Nyamagabe District were asked to shun illegal gambling activities all kinds of deceitful or dishonest means of getting quick money.

The call followed the arrest of four men, who allegedly run a scam in form of gambling to defraud residents.

The Southern Province Police spokesperson, Chief Inspector of Police (CIP) Andre Hakizimana  said the suspect could lure people into some illegal betting games as they assured them that they could win a lot of money only if they invested some little amount or any belonging, into that form of gambling.

CIP Hakizimana explained that, “the swindlers apparently used very small objects painted in different colors; they would lay all these objects on the ground and would ask residents to pay some money and they would double the money if a person picked up a luck object.” READ MORE
