The week under review was mainly characterized with bilateral and regional meetings as part of the Rwanda National Police (RNP) cross-border cooperation in the collective response against transnational and organized crimes. They include the following:
Italian Police Chief visit Rwanda National Police
Last Friday, Rwanda National Police (RNP) was honoured to host the Commander General of Carabinieri – the Italian Police – Lt. Gen. Tullio Del Sette, at the General Headquarters in Kacyiru for a bilateral meeting between the two police institutions.
Lt. Gen. Tullio and his Rwandan counterpart, Inspector General of Police (IGP) Emmanuel K. Gasana, discussed modalities of enhancing the relations between the two police forces following a bilateral agreement signed mid-last month.
Gen. Tullio said: “We look at Rwanda as an exemplary and resilient country; we are happy to cooperate in policing. The Italian Police is looking forward with great attention to relations with Rwanda National Police.” READ MORE
Rwanda, Uganda Police forces hold bilateral meeting
In the same way, Rwanda and Uganda Police forces, on February 23, held a bilateral meeting at the RNP General Headquarters in Kacyiru to review the progress made in implementing resolutions adopted by the two institutions, last year in Mbarara District in Uganda, as part of their collective pursuit against transnational and organized crimes.
The meeting that brought together delegations from the two friendly forces and was co-chaired by the two Police Chiefs; Emmanuel K. Gasana of Rwanda and his Ugandan counterpart Gen. Kale Kayihura.
The quarterly bilateral meeting seeks to enhance border security between the two countries and cooperate in addressing contemporary crimes. READ MORE
EAPCCO, Italian Police force sign partnership agreement
The Eastern Africa Police Chief Cooperation Organisation (EAPCCO) and Carabinieri, the Italian Police Force, on Friday February 25, signed a memorandum of understanding which binds the two parties on various fields of policing.
The agreement was signed between the chairman of the 13-member regional police bloc, Inspector General of Police (IGP) Emmanuel K. Gasana and the Commander General of Carabinieri, Lt. Gen. Tullio Del Sette, and presided over by Rwanda’s Minister of Justice, Johnston Busingye.
The agreement generally focuses on exchange of best practices and upgrading the capacity of police officers in varied policing fields that are aligned under the EAPCCO mandate. READ MORE
EAPCCO organs meeting on combating cross-border crimes opens in Kigali
The two-day EAPCCO Organs’ meeting was held in Kigali as heads of criminal investigations departments, counter-terrorism, gender and legal met to foster cooperation to combat transnational organized crimes in the region.
The 34th Permanent Coordinating Committee (PCC) of the 13-EAPCCO member bloc brought together experts in various policing and security fields to deliberate on fragility and small arms and light weapons, challenges posed by foreign fighters and returnees; importance of including women in policing; combating drug trafficking and wildlife crimes, among others.
The Inspector General of Police (IGP) Emmanuel K. Gasana, who officiated at the opening of the meeting, said that ensuring security to enhance nations’ development is one of the challenges at hand at the time when “potential partners and investors are turning their eyes on the region with interest, confidence and hope.” READ MORE
Experts recommend counter-radicalism measures
The two-day meeting on counter-terrorism ended on February 22 in Kigali with regional experts recommending that member countries of the Eastern Africa Police Chiefs Cooperation Organisation (EAPCCO) deploys much emphasis in deradicalisation activities.
States, they resolved, should engage community leaders, civil society and faith-based organizations in particular, experts and other counter terrorism stakeholders in raising awareness and other activities against violent extremism.
The Deputy Inspector General of Police (DIGP) in charge of Operations, Dan Munyuza, while officiating at the closing of the workshop said: “One of the most serious challenges in the war against terrorism is to know when, where and with what means terrorists are likely to attack.” READ MORE
India’s VP wife: There’s a lot to learn from Isange
The wife of the Vice President of India, Mrs. Salma Ansari, on February 21, visited Isange One Stop Centre and commended Rwanda’s approach of setting up centres to support the vulnerable victims of gender based violence and child abuse.
Mrs Ansari said that although India has almost a similar set up, there’s a lot to learn from Rwanda’s approach.
“We have such centres in India, but it’s always better to have new in puts…it is always nice to learn best practices… something new, which can also be very useful to us,” Ansari said. READ MORE
Uganda deports two Rwandan fugitives
ON January 21, Rwanda National Police (RNP) received two fugitives at Gatuna border post, who had escaped prison and fled to Uganda.
Boniface Ndimubanzi, 58, a genocide convict and Valence Ndikuryayo, 31, who was convicted for forgery and deceit, were arrested separately by Uganda Police Force following an Interpol arrest warrant issued by Rwanda. READ MORE
Gishari Integrated Polytechnic hold first graduation ceremony
Gishari Integrated Polytechnic (GIP), on February 21, held its first graduation ceremony of 161 students, who graduated in various advanced vocational diploma fields.
The graduands include 90 police officers and 71 civilians. At least 13 of the total graduands are girls.
They completed in three disciplines; civil engineering, electrical and electronics, and electronics and telecommunication technology.
The State Minister in charge TVET, Olivier Rwamukwaya officiated at the graduation ceremony, and commended the increasing enrolment of students in technical and vocational schools as part of the national policy. READ MORE
Northern Province: Governor Musabyimana urges transporters on security
The Governor of the Northern Province, Jean Claude Musabyimana while meeting about 600 commercial motorcyclists and cyclists in Gicumbi District, last week, urged them to fully participate in the country’s security and development activities.
“Transportation is one of the sectors on the countries development agenda; it should equally be a source of information on anyone who wants to draw a hitch in the course of development and people’s social wellbeing,” Governor Musabyimana said. READ MORE
