ON January 11, His Excellency President Paul Kagame promoted 1015 Rwanda National Police (RNP) officers.
Ten officers were elevated from the rank of Assistant Commissioner of Police (ACP) to Commissioner of Police (CP), 31 to Assistant Commissioner of Police (ACP) from Chief Supt; and 18 promoted to Chief Supt from Senior Superintendent of Police (SSP). Read more
The President of the Republic of Rwanda also retired 111 Police officers, including two at the rank of Assistant Commissioner of Police (ACP), four Chief Superintendent of Police (CSP) and six Senior Superintendents of Police (SSP). Read more
Police, owners of hospitality facilities meet on fighting illicit drugs
Rwanda National Police (RNP) and owners of hospitality facilities organized under their umbrella – Rwanda Hospitality Association (RHA), met on January 11, and discussed pertinent problems related to illicit drugs and underage consumption of alcohol, sometimes served or consumed in the premises of the latter.
The meeting was presided over by the Minister of Justice and Attorney General, Johnston Busingye, and attended by the Inspector General of Police (IGP) Emmanuel K. Gasana and the mayor of City of Kigali, Pascal Nyamulinda.
Minister Busingye said that the problem of drugs faces and demands everyone.
“The services you render and the taxes you pay contribute greatly in rewriting our history. We are here to talk about the problem that derails that transformation agenda… the problem that destroys our children, impair their thinking, health, influences violence; kills the capacity of education and labour industry, and which can also lead to the collapse of your business,” Minister Busingye said. The national campaign against illicit drugs continued in the Western Province as senior government officials including ministers, engaged various groups in dialogue to drive the agenda against the vice that is still rated high, especially among the young generation.
The outreach programme held in Rubavu District brought together local leaders, elders, teachers, religious leaders and residents, majority the youth.
The exercise was also characterized by testimonies of drug dealers arrested recently, and reformed drug dealers and addicts, who shared their ordeals.
Ministers; Francis Kaboneka of Local Government, Rosemary Mbabazi of Youth, Dr. Patrick Ndimubanzi, State Minister in the Ministry of Health; Inspector General of Police (IGP) Emmanuel K. Gasana, and Governor of the Western Province Alphonse Munyentwari engaged various groups in community policing aspects particularly to combat the scourge of drug abuse in the country.
The campaign include public destruction of about 420kgs of cannabis and over 1900 liters of illicit gin, all valued over Rwf47 million. Read more
Drug dealer arrested with 140kgs of cannabis in Ngoma
Police in Ngoma District arrested one Emmanuel Minani, 30, with over 140kgs of cannabis.
Minani was arrested at about on January 11 at about 3am, in Meraneza Village of Karwema Cell in Mutenderi Sector with the narcotics concealed in three sacks.
The District Police Commander of Ngoma, Supt. Vita Hamza at the time said that they had identified other people connected to this criminal act, who include the rightful owner. Read more
Nyagatare: Youth volunteers in community policing devise new measures against crime
Members of the Youth Volunteers in Community Policing Organization (RYVCPO) in Nyagatare District resolved to broaden their activities by creating an anti-crime club in each of the 630 villages of the district.
This is one of the resolutions taken during their meeting held on January 8, aimed at strengthening community policing efforts especially against high impact crimes such as drug abuse, human trafficking, among others.
The meeting brought together youth volunteers’ coordinators of all the 16 sectors, and the committee of the youth group at the district level. There are about 4485 members of the youth organization in Nyagatare. Read more
Op-ed: Child abuse affect lives over time
Inadequate knowledge of childhood development, parenting skills and unsuitable parental attitudes have ensued abusive behaviors towards children. Different situations such as unwanted pregnancies, poverty and poor ability to empathize with young age unknowingly raise the likelihood of abuse.
Corporal punishment is an abuse against a child; employing minors in mines, tea farms, stone quarries etc amount to child labour. Unfortunately, all these abuses manifest in our Rwandan communities. Read more
Bales of smuggled clothes seized in Eastern Province
Nineteen bales and 200 kilogrammes of used clothes commonly known as caguwa were intercepted last Monday in two separate Police operations in the Eastern Province, along the border with Tanzania.
At least 19 bales were intercepted in Rusumo – Kirehe District – while 200kgs others were seized from smugglers in Nyagatare District, Chief Inspector of Police (CIP) Theobard Kanamugire, the Police spokesperson for the Eastern region, said.
The seized second hand clothes have since been handed over to Revenue Protection Unit (RPU) for further management, CIP Kanamugire added. Read more
Gatsibo: Police intercept vehicle loaded with 4320 bottles of illicit brew
Police in Gatsibo District, on January 7, intercepted a vehicle loaded with locally made illicit brew called ‘Somawumve,’ packed in at least 4320 bottles. The vehicle RAD 256F, Dyna type was intercepted at a roadblock in Nyagahanga, Police said.
“The vehicle was headed to Gatsibo from Rwamagana, and it was intercepted along the way following information provided by the people. The vehicle was impounded to Gatsibo Police station while the illicit substances were disposed of,” Chief Inspector of Police (CIP) Theobard Kanamugire, the Police spokesperson for the Eastern region, said. The credibility of any criminal justice system lies in the fairness of court ruling rendered. Unfortunately, sometimes we see criminals getting away unpunished while in other instances, the innocent are wrongly prosecuted. It is a global phenomenon.
In putting together pieces of the investigative puzzle, investigators traditionally applied different techniques most popularly being collecting accounts of eye witnesses or victims.
But with criminals getting cleverer and crime more sophisticated, using scientific methods and resorting to forensic evidence has so far proven the most effective way to ensure fair justice and by extension fight crime. Read more
