Rwanda National Police

Sixty Police officers, on Tuesday, started three-day civic education training at the Rwanda National Police (RNP) General Headquarters in Kacyiru.

Participants are heads of political and civic education programmes in districts and at the region.

The training will look at the role of Police in the implementation of National Strategy for Transformation (NST), role of stakeholders in crime prevention and socio-economic transformation, promotion of government programmes through human security activities, the role of Itorero in promoting national values and environmental protection.

Others include values doctrine, ethics, professionalism, working with communities, road safety awareness and decentralization process with focus on Imihigo as a tool to improve service delivery.

In his opening remarks, Commissioner of Police (CP) Bruce Munyambo, the Commissioner for Community Policing in RNP, said that the institution has its principles, responsibilities and priorities, which have to be fulfilled, and that civic education and patriotism are part of that process.

“RNP has to safeguard the fundamental rights guaranteed by constitution and other laws. Police officers have to maintain safety and security of people and property, they have also to be accountable to the community,” CP Munyambo said.

“Fulfilling those responsibilities is not that easy, it requires the high level of discipline, it requires education and patriotism,” he explained.

He emphasized the need of understanding RNP and national priorities and aim for service excellence.

“You need to understand our priorities, mission, vision and values to fulfill your daily duties. Knowing Rwandan culture, do’s and dont’s will ease your work on a daily basis which is to serve the community,” he emphasized.

RNP mandate and priorities, he said, provide a platform for all citizens to be involved in policing and human security.
