‘Police High Council’ focuses on quality service

The Minister for Internal Security, Sheikh Musa Fazil Harerimana, has commended the selfless and dedicated services of Police officers in a bid to protect the lives of people living in Rwanda and their property.

The Minister made the remarks on March 16 while presiding over the first quarter of this year’s ‘Police High Council,’ held in Kimihurura, Gasabo District.

The Council which attracted over 200 officers is the supreme organ of Rwanda National Police (RNP). It brings together commissioners heading various departments, commanders of units, regional and district commanders, seniors and junior officers as well as representatives of Non-Commissioned Officers (NCOs) from all territorial and specialized police units.

“Despite numerous risks and challenges brought about by criminals and negative elements, officers carry out their daily tasks with dedication and continue to discharge their duties selflessly in saving and protecting the lives of other people. This is a great value of patriotism that should always be upheld,” Harerimana said.

“The duty of law enforcement requires high level of professionalism, and the Force has moved with the times by adapting information technology and continuous training of officers to maintain a high level of efficiency,” he added

He also reminded the officers that they are the protectors of the rights of Rwandans and should strive to combat prevalent crimes like gender-based violence and sexual-related crimes like defilement, rape and, assault, the rising issue of sexual harassment especially in public transport, human trafficking addressing the issue of road carnage.

He further explained to the council members the task that was assigned to Rwanda National Police by the 2015 National Leadership Retreat held late last month.

The Inspector General of Police, Emmanuel K. Gasana, urged the officers to be “vigilant more than ever before,” to be ahead of wrongdoers noting that perpetrators are also trying to device new ways to elude the law.

“This will be achieved through hard work and performing your duties efficiently. We are charged with ensuring that criminal activities including hi-tech crimes do not affect any person living in Rwanda. You must always be ready to put to use your skills and knowledge,” IGP Gasana said.

“When you are watchful and proactive at all times, you will be able to see all the warning signs and able to act in time to protect Rwandans and their property.”

He appealed to the officers to uphold and promote the RNP values amongst the public, involve the general population in policing through the proactive initiative of community policing to build a concrete Police-public bond against crimes.

The Police Council sits  four times every year to evaluate the implementation of resolutions taken in previous meetings, identify success, challenges and devise new strategies aimed at excelling in law enforcement duties. The council took a number of resolutions to be implemented with immediate effect with a view to improving the quality of services offered by Rwanda National Police.
