Police cautions over violent means to elude justice

Rwanda National Police (RNP) appeals to the general public that whoever is suspected of committing any offence should abide by the law and avoid taking violent means to elude justice.

The appeal follows an unfortunate incident in Gatsibo District on Sunday morning where two people suspected of attempted murder and violent theft, were shot dead in Gitoke Sector while trying to escape as they led officers investigating their varied criminal activities, to the scene in Bukomane Cell.

The deceased are identified as Eric Ndagijimana, 27, and Jean Luc Dusenge, who were in detention at Kabarole Police station.

The duo had been apprehended red-handed with a stolen motorcycle by commercial motorcyclists in Gicumbi District in a commendable community policing act and handed them to police.

The motorcycle belonged to one Innocent Jyamubandi, whom the duo tried to strangle with a rope but luckily regained his senses and informed Police of what had happened to him.

Police Spokesperson, Chief Supt. Celestin Twahirwa said: “On Sunday morning at about 6:50 am, Ndagijimana and Dusenge, who were facing charges of theft with violence under article 303 of the penal code, stemming from thievery of a motorcycle plate number RC 222X on March 11 and attempting to strangle its owner, led officers to their rental house in Bukomane Cell where they were to assist ongoing investigations into their criminal activities. As they approached the scene, they jumped from the Police vehicle and took different directions prompting the officers to shoot; unfortunately they were both fatally wounded and succumbed to injuries.”

It is alleged that Ndagijimana lured the victim him into their ambush near Gatsibo Guest House on March 11, 2015 after requesting to be transported.

Preliminary Police investigations indicate that upon reaching their planned point of action, Dusenge who was waiting suddenly appeared from the bush and the two tried to strangle the motorcyclist with a rope and after they run away with the motorcycle.

Jyamubandi was discharged from Kiziguro hospital on Saturday, where he has since been admitted.

“We are very confident of our justice system and people should trust justice instead of taking dangerous shortcuts which in some cases cost highly including loss of lives. Police will always do whatever is in its means to avoid such incidents.”
