Over 160 officers graduate from Police Tactical Command Course

The Deputy Inspector General of Police (DIGP) in charge of Operations, CP Vincent Sano, presided over the pass-out ceremony of 161 officers who completed the four-month Police Tactical Command Course on Friday, October 9, at the Police Training School (PTS) Gishari in Rwamagana District.

The graduates comprise 147 Rwanda National Police (RNP) officers, five from the Rwanda Investigation Bureau (RIB), five from the Rwanda Correctional Service (RCS), and four from the National Intelligence and Security Service (NISS).

The course aimed to strengthen the officers’ leadership and professional development, tactical command proficiency, and administrative and staff work skills.

Addressing the graduates, CP Sano said the training came at a time when evolving security challenges require commanders to be professionally prepared, tactically competent and capable of making sound decisions under complex and demanding circumstances.

“The cost is high when you take decisions that are not linked to proper assessment,” he said, emphasising the importance of informed decision-making in command responsibilities.

He urged the graduates to translate the knowledge acquired into practical results through better planning, stronger collaboration, and effective responses to security challenges.

CP Sano also underscored the importance of training in developing competent future commanders, noting that RNP and its partner institutions share a commitment to strengthening professionalism across their respective services. He also urged the graduates toward intellectual humility.

“No person can know everything, so intellectual humility is essential. Admit what you don’t know, identify credible sources and consult people with relevant expertise. The danger is not remaining without knowledge; it is remaining confidently uninformed when knowledge is available and the consequences affect both ourselves and others,” CP Sano said.

The Commandant of PTS Gishari, CP Rafiki Mujiji, said the graduates completed the course with enhanced skills and a renewed commitment to service.

“As our officers graduate today, they leave with new skills and a new commitment to serve with distinction. They are now better equipped to lead and command at the tactical level, with a high sense of ownership of their responsibilities in safeguarding the security and stability of our country within their respective areas of duty,” he said.

The course combined classroom instruction with Command Post and Field Training Exercises and study visits to historical sites, equipping the officers with practical command skills and reinforcing their understanding of Rwanda’s history and the responsibilities of policing.
