NPC graduates 40 in maiden Basic Criminal Investigation course

National Police College has graduated forty criminal investigators in its maiden Basic Criminal Investigation course that was launched in March this year.

Those that graduated include selected army and police officers.

Speaking at the graduation ceremony held on September 04, at NPC, the college commandant, Commissioner of Police (CP) Felix Namuhoranye told granduands to uphold professionalism in their criminal investigation.

“The career you are going to undertake is full of temptations. You must always go by the book. The only way to overcome such temptations is to abide by the laws and values of your respective institutions,” said CP Namuhoranye.

Some of the values that the commandant outlined include integrity, honesty, and being incorruptible. He also reminded them that the acquired knowledge is only a basis and encouraged them to continue learning from colleagues and on their own.   

During the course students covered a range of topics including criminal law, criminal  procedure, crime scene investigations, evidence collection, management and administration, human rights in criminal investigations, interviews and interrogations techniques, and professional ethics of criminal investigators among others.

The school also organized an internship for them in order to link the theory learnt and the practice.

Though the number of granduands is small compared to the demand, they will add value in terms of improving quality of case files, fair justice and will contribute to the implementation of Rwanda National Police policy to decentralize its services up to the sector level.

The aim of the Basic Criminal Investigation course is to train Judicial Police officers who are able to deal with contemporary challenges of policing and thereby contribute to the rule of law in Rwanda by creating a crime free environment where every inhabitant would go about his or her activities without fear of crime.

Currently, NPC is running concurrently Basic Criminal Investigation Course and Professional Investigation Course which is advanced in level with the main objective of equipping officers with basic competencies in criminal investigations transforming them into career criminal investigators.

The force currently boasts of three schools; National Police College in Musanze District, Police Training School (PTS) in Gishari, Rwamagana District and Counter-Terror Training Centre in Mayange, Bugesera District.

The schools are mandated to provide high quality training  to national and  regional police officers to build adequate capacity in order to squarely  face the threats of emerging security and crime.
