KIGALI: Five arrested over tricks in Provisional driver's license tests

Five people allegedly sitting for provisional driving licenses examinations in the names of other people have been arrested in the City of Kigali.

They are Gaston Ndicunguye, 34, John Hitimana, 38, Eric Nshimiyimana, 48, Premien Ndahimana, 31, and Jean Paul Rushyababo, 41.

They were showed to the media on October, 15, at about 4pm, at Kigali Metropolitan Police Headquarters at Remera.

Eric Nshimiyimana had come from Gakenke district to Kigali with intention to pass the driving test for a family member who resides in Eastern Province.



Adressing to the media, Nshimiyimana admitted that he was arrested red-handed on October 13, passing an examination on the behalf of another person.

?I have been arrested in Nyamirambo stadium on Wednesday, October 13, attempting to pass an examination for a provisional driving test on behalf of my colleague,? said Nshimiyimana.

He added:?It was easy for me to succeed due to that I had studied the road and traffic regulations that is why he contacted me and gave me his Identity card to sit and facilitate him obtaining the license however we have not been lucky, Police detected that I was not the owner of the ID and photos and arrest me?

Primien Ndahimana who resides in Musanze district said that he had come in the city of Kigali to pass provisional driving licenses for two people.

?I had come from Musanze on October 12, to pass an exam for one person who had promised to pay me Frw40,000 and this time the deal has been successful however on the following day when I was passing the exam on the behalf of another person who would pay me Rwf20,000 when Police observed the photos they detected that they were not mine and arrested me immediately ,? said Ndahimana.

Ndahimana admitted that what he did is wrong and it was due to a desire of money and asked for leniency.
    
The RNP Spokesperson, Commissioner of Police (CP) John Bosco Kabera, said that the suspects were arrested red-handed sitting for the tests on behalf of other people.

?Everyone must pass his own test and passing a test on behalf of others is a crime for which the suspects must bear consequences despite of the risks which bearing a driving license you do not merit can cause,? said CP Kabera.

CP Kabera warned against those who seek to cheat Police that they will be arrested adding that one of them had successfully passed an examination on the behalf of another person that his addresses have been captured and all connected are on search.

He further urged anyone inspired to be a driver to learn well road and traffic regulation before passing a test and avoid shortcuts.

The suspects were handed over to RIB for further investigations

Article 276 of the law determining offense and penalties in general states that any person who, with fraudulent intention, produces a false written document, causes to write false statements or produces a conflicting declaration, is considered to commit the offense of forgery.
 
Upon conviction, he/she is liable to imprisonment for a term of not less than five years but not more than seven years and a fine of not less than Frw3 million but not more than Frw5 million or only one of these penalties.
