The Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) concluded its two-day Organs Meeting in Kigali on Wednesday, March 25, with member states adopting new resolutions and setting priorities to strengthen regional security cooperation.
The meeting brought together police leaders and representatives from across Eastern Africa to review progress on previous commitments and map out strategies to address evolving transnational security threats.
Deliberations were conducted through the Permanent Coordination Committee (PCC) and several specialized sub-committees, including Gender, Intelligence, Cyber, Training, and Counter-Terrorism.
Discussions centered on enhancing collaboration in tackling crimes that cut across borders, such as human trafficking, terrorism, cybercrime, and organized criminal networks.

Speaking at the closing session, Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, DCG Jeanne Chantal Ujeneza, commended member countries for their active participation and commitment to regional cooperation.
She noted that while the region continues to face complex and evolving threats, these challenges also present an opportunity to strengthen collective responses.
“We acknowledge that our region continues to face complex security threats, including terrorism, cybercrime, human trafficking, and illegal cross-border trade, among others. However, I firmly believe that every challenge comes with an opportunity to strengthen our joint responses," DCG Ujeneza said.

She also expressed appreciation for the support provided by international and regional partners in implementing past resolutions and advancing security initiatives.
“As we close this meeting, let us continue to work hand-in-hand aware that crime has no borders… and ensure the effective implementation of the resolutions from this meeting and previous ones,” DCG Ujeneza emphasized.

The Director General in charge of Crime Intelligence and Counter Terrorism at the Rwanda Investigation Bureau (RIB), Peter Karake, emphasized that the meeting reaffirmed regional commitment to tackling evolving cross-border threats, noting progress in cooperation, intelligence sharing, and capacity building under the EAPCCO.
He highlighted persistent challenges such as terrorism, cybercrime, human trafficking, and emerging technologies that require stronger collaboration, joint operations, and innovation.
The outcomes of the meeting are expected to guide joint operations, policy coordination, and capacity-building efforts among EAPCCO member states as they work to address emerging and persistent security threats across the region.
