The Inspector General of Police (IGP), CG Felix Namuhoranye, on Wednesday, August 12, held separate bilateral talks with the Inspector General of Sudan Police, Lt Gen Amir Abdel Moneim Fadl, and the Commissioner of Police of Seychelles, CP Godfra Henry Hermitte, on the sidelines of the International Security Conference for Africa (ISCA) underway in Kigali.

The talks focused on strengthening police cooperation, particularly in capacity building, professional development, information sharing and combating transnational crime.

During his meeting with the Sudan Police chief, IGP Namuhoranye called for a stronger framework for cooperation between the two institutions, including a formal agreement covering areas of mutual interest.

“We should establish a strong framework for cooperation, particularly in capacity building and combating transnational crime. Relevant authorities can begin preparing a cooperation agreement covering the key areas of cooperation,” IGP Namuhoranye said.

Lt Gen Amir Abdel welcomed the proposal, highlighting opportunities for joint training and the exchange of knowledge and expertise, particularly in forensic investigations.

“We have considerable experience in combating crime, and we have a forensic centre. This makes cooperation important because we can share knowledge and expertise,” Lt Gen Amir Abdel said.

He also invited IGP Namuhoranye to visit Sudan to advance the proposed cooperation and facilitate the signing of an agreement.

During his meeting with CP Hermitte, the two police chiefs discussed ways to further strengthen the existing partnership between the Rwanda National Police (RNP) and Seychelles Police Force, including police capacity building and professional development, both bilaterally and through the East African Police Chiefs Cooperation Organization (EAPCCO).

The cooperation agreement between the RNP and Seychelles Police Force was signed on June 28, 2023, and provides for cooperation in areas including knowledge and experience sharing, combating crime and police capacity building.

The two sides also discussed strengthening collaboration in addressing transnational crimes, including drug trafficking, through information sharing and other joint policing approaches.

The engagements underline the Rwanda National Police’s commitment to strengthening police partnerships through knowledge sharing, capacity building and joint approaches to emerging and transnational security challenges.
