Gicumbi: Two arrested in illegal attempt to release detained relative

Police in Gicumbi District is holding two people after they attempted to bribe an officer at a Police station to release their relative.

The Northern region Police spokesperson, Chief Inspector of Police (CIP) Hamdun Twizeyimana, said that Innocente Mukamuganga and Innocent Haniyambere tried to offer a bribe of Rwf40, 000 to seduce an officer at Byumba Police station to release the husband of the former identified as Patrick Habanabakize, who is detained there.

Habanabakize was arrested recently in connection with the January 25 theft when thieves broke into the computer laboratory of APE IPEBO, a secondary school in Byumba Sector, and stole 21 laptops.

At the time of his arrest, Habanabakize was found with two of the eleven computers so far recovered.

“Both Mukamuganga and Haniyambere went to Byumba police station on February 20, and called out one of the police officers stationed there, and seduced him with Rwf40, 000 so as to release Mukamuganga’s husband. The officer in question signaled his colleagues and the duo was arrested red-handed in the crime,” Twizeyimana said.

He warned people against bribery and other illegal attempts to seek services.

“If you commit a crime you will face the law, and if you or any other person tries other illegal means to evade justice it will also be another committed crime that you will also face,” the spokesperson warned.

House break-in, which is referred to as ‘aggravating circumstances of theft without violence or threat,’ under article 301 of the penal code, is punishable with an imprisonment of up to four years.

On the other hand, Mukamuganga and Haniyambere could be facing between five to seven years in prison and a fine of twice to ten times the value of the illegal benefit they offered, if convicted, as stipulated under article 641.
