Police in Gatsibo District has arrested one Jean Bosco Ngarukiye, 44, for attempting to bribe a Police officer on duty.
Chief Inspector of Police (CIP) Hamdun Twizeyimana, the Police spokesperson for the Eastern region, said that Ngarukiye was arrested on Sunday in Kabarore Sector attempting to give a bribe of Rwf200, 000 in order to release his colleague arrested over smuggling.
“Police was informed of a motorcyclist, who was transporting smuggled goods, a checkpoint was mounted through which one Jean de Dieu Mugisha, 35, was intercepted with goods which he was smuggling on a motorcycle RD 785S,” said CIP Twizeyimana.
According to the spokesperson, Mugisha was transporting the smuggled goods belonging to Ngarukiye, to a market in Rwagitima.
He added: “When Ngarukiye heard of the interception of his goods, he started calling the officer in-charge negotiating the release of his goods, Mugisha and the motorcycle, and he was arrested red-handed giving a bribe of Rwf200, 000.”
“Bribery or corruption has no room either in RNP or in the country… it’s zero tolerance. A crime cannot solve a crime; but it attracts more criminal charges. It is advisable to follow the right procedures to acquire a service,” CIP Twizeyimana emphasized.
According to article 4 of the law on corruption, any person, who offers or promises to offer a benefit, by any means, an illegal benefit for him/her or another person to have a service rendered or omitted, commits an offense.
Upon conviction, the offender is liable to imprisonment for a term of more than five years but not more than seven years with a fine of three to five times the value of the illegal benefit solicited received.
