A three-day Police Generation Capacity Building Workshop concluded on Wednesday, September 16, at Rwanda National Police (RNP) General Headquarters in Kacyiru, with an agreement to establish a joint EASF-RNP Working Group and the adoption of a roadmap to guide follow-up actions.
Facilitated by the Eastern Africa Standby Force (EASF) and the African Union (AU) Police Strategic Support Group, the workshop focused on strengthening police capabilities and readiness for deployment in peace support operations.
Concluding the workshop on behalf of RNP, the Commissioner of Peace Support Operations, CP Yahaya Kamunuga, said the engagement had enhanced participants’ understanding of EASF’s security architecture and framework, police force generation, capacity building, verification, rostering and deployment of police capabilities.
“The workshop has provided a valuable platform for sharing experiences and best practices on how to ensure that police capabilities are properly identified, nominated, prepared, trained, assessed, verified and rostered, while maintaining the required level of readiness for deployment,” CP Kamunuga said.
He said the knowledge and experiences shared would contribute to improving RNP’s internal processes in police force generation, preparedness, assessment, verification, rostering and readiness, while identifying areas for further improvement in line with regional and continental requirements.
“We therefore consider this workshop not only an opportunity for knowledge exchange, but also an important step towards the broader application of EASF capabilities,” he said.
The Head of EASF Police Component, Colonel Mellance Ntakiyiruta, said the workshop also reviewed the EASF police roster workflow and built on the roadmap adopted during the 2023 Kigali workshop.
He commended RNP officers for their experience in peace support operations and their contribution to the African Standby Force, including through training, logistics, legal affairs, finance and human resources.
“This blend of operational and institutional experience strengthens a credible and sustainable pool of police capability for the Standby Force,” Col. Ntakiyiruta said.
Col. Ntakiyiruta urged participants to maintain the momentum generated by the workshop by operationalising the agreed roadmap through the joint EASF-RNP Working Group.
