Criminal investigations must improve, IGP urges Police

The Inspector General of Police, Emmanuel K. Gasana, has urged police officers to work harder in this New Year and improve the quality of their investigations in order to tackle emerging crimes like cybercrimes, terrorism, human trafficking and the like.

He was addressing over 50 CID officers as well as regional and district Police directors in the Criminal Investigation Department at a one day workshop held at the Rwanda National Police Headquarters in Kacyiru on 3, January 2015.

In his address, IGP Gasana emphasized the elements which a police officer “must have, must know and must do” in order to improve his daily work.

 “An officer must say no to corruption at all times in order to honor the name of the institution. He or she must have the knowledge of what is happening in his country and know the biggest challenges and crimes. Then he or she must have the skills and self determination to perform his work professionally to overcome those crimes,” Gasana said.

“The world keeps changing and therefore it is always important to be relevant. You must adapt to the changing times and increase your ability to overcome every sophisticated crime.”

He further urged officers in the department to improve the quality of their investigations and case files they handle, while reminding them that RNP has the facilities and ability to equip its officers with necessary skills and technology to provide quality work.

He also commended the crucial work done by officers to ensure safety and security last year and urged them to continue the good work without becoming complacent.

“What we have all achieved so far is very great, but it does not mean that we should relax. You must always link law enforcement to policing; as well as avoid carelessness and irresponsibility whuch may undermine your duties.”

The workshop aimed at reviewing the previous work done by the Criminal Investigation Department as well as charting the way forward for the New Year.

CSP Morris Muligo, Deputy Commissioner of CID, said in an interview that: “This was a very important interactive session where we got advice from the IGP and also interacted among ourselves on how to improve our operations for the benefit of all Rwandans.

During the workshop, officials from Rwanda Development Board (RDB), Ministry of Local Government and Prosecution made presentations on various topics including, how to improve customer care, make better case files and several others.
