John Maxwell once said: “A leader is one who knows the way, goes the way, and shows the way.” This axiom clearly defines the actions of Jean Pierre Ndaruhutse, the executive secretary of Gahima cell in Kibungo sector in Ngoma District.
On Tuesday, Ndaruhutse was awarded a motorcycle courtesy of Rwanda National Police (RNP) after his cell emerged top of the 503 cells in the Eastern Province in crime prevention and in mobilizing people to fully participate in government development programmes.
The evaluation was conducted by different institutions in the ongoing assessment of the 2012/2013 performance contract locally known as Imihigo.
Gahima cell’s top slot was inevitable after 95 percent of the residents subscribed to the health insurance scheme, embraced the land consolidation programme, the monthly communal work commonly known as Umuganda and made crime prevention through community policing, a norm.
As a result, safety became the order of the day in Gahima cell and residents have joined other development initiatives like SACCO while embracing universal education by sending children to school.
All this was possible due to a focused, hard working, patriotic leader – Ndaruhutse – who mobilized his people towards a common goal.
“We made it a tradition in Gahima to hold a weekly meeting to put together ideas on how we can move on as one and how effectively we can implement government development programmes and improve security in our cell,” a joyful Ndaruhutse told reporters shortly after receiving the motorcycle in Rwamagana District.
The motorcycle, he added, will ease his movements in the cell to further mobilize people to work together and embrace the community policing concept.
He commended the Government of Rwanda and Rwanda National Police in particular for giving him the motorcycle which he said will help him execute his duties effectively.
The Inspector General of Police Emmanuel K. Gasana, who handed over the motorcycle, recognizes the citizens’ roles in crime prevention.
“Rwanda National Police highly values the partnership with citizens as a big potential to fight and prevent crimes in the country,” IGP Gasana said.
He congratulated Ndaruhutse and the people of Gahima cell upon their success and urged Rwandans to focus on development initiatives and strengthen their cooperation with security organs to prevent crimes, which he said, is key to triumph.
The event was also graced by the Governor of the Eastern Province, Odette Uwamariya, senior RNP and RDF officers as well as mayors, sector and cell executive secretaries in the region.
