African Police Chiefs are today November 01, expected to meet in Kigali for the fourth International Association of Chiefs of Police - Sub-Saharan Africa Executive Policing Meeting.
The one day meeting is held under the theme “Contemporary Policing for a Safer World” and it comes as a sideline meeting of the 84th Interpol Annual General that will also be held in Kigali from 2-5 November 2015.
According to Rwanda National Police Spokesperson, Chief Superintendent of Police (CSP) Celestin Twahirwa the Police Chiefs’ meeting is a follow-up on another Continental meeting of the International Association of Chiefs of Police (IACP) that was held in Kigali in March last year.
“During the meeting, police chiefs are expected to enhance international police cooperation between police agencies on the African continent and those in North American police grouping to advance mutually beneficial initiatives in combating crime and to develop collaborative, effective information sharing mechanisms,” said CSP Twahirwa.
The emerging crimes and threats that affect nations are organized, sophisticated and transnational in nature, in addition there is growing concern over deadly alliances by criminal organizations. The complexity of their actions and methods of operation, have gradually broadened their scope of activity at continental and international levels.
According to CSP Twahirwa, “As a response to these security threats, Police executives have resorted to broadening international partnerships which are considered to be critically important for the exchange of ideas and specific crime related information among agencies from different nations, including sharing experience among police leaders.”
The IACP, based in Virginia, United States, has similar objectives and has membership worldwide. Rwanda is currently representing the IACP as Continental World Chair for the African Continent.
“During the meeting, an inauguration ceremony will take place for a new IACP World Continental Chair for the Sub-Saharan Africa who will be taking over from his Rwandan predecessor, Inspector General of Police (IGP) Emmanuel K. Gasana, who has served his term of two years,” said the spokesperson.
The meeting will also review the progress following the recommendations made last March 2014 in Kigali. Participants will talk about the benefits of membership in the IACP; take advantage of INTERPOL Executive Director of the International Global Complex for Innovation (IGCI) who will talk about Cyber crime.
This is a high-level conference that will attract almost all police chiefs from the African continent. The newly elected IACP President, Terrence Michael Cunningham along with his two Executive Directors will also be attending.
