The annual youth volunteer congress brings together members of Rwanda Youth Volunteers in Community Policing (RYVCP) to discuss strengthening the role of youth volunteers in supporting and promoting socio-economic development, ways to counter emerging security challenges and to prevent crimes such as gender-based violence and child abuse and teenage pregnancies, among others.
Created in 2013, the Rwanda Youth Volunteers in Community Policing (RYVCP) currently has 380,000 members. In addition, Rwanda National Police (RNP) aim to recruit at least one million volunteers to improve community-centred policing efforts.
