Advance citizen participation in crime prevention – CPCs told

Community Policing Committees (CPCs) in Burera District have been urged to advance citizen participation in order to proactively address immediate conditions that give rise to public safety issues such as crime, social disorder, and fear of crime.

Speaking during a meeting that attracted local leaders, police officers and over 80 CPCs on August 10, the District Community Liaison Officer of Burera, Inspector of Police (IP) Justin Kajeje, said that CPCs should promote the philosophy that promotes organizational strategies in their communities, in order to support the systematic use of partnerships to solve security challenges.

“Rwanda National Police (RNP) has allocated police officers to all sectors offices across the country so that they become familiar with the local inhabitants and work together with CPCs to address any emerging crime and persistent challenges,” he said.

“Therefore, as CPCs, you are always required to carry out an overall assessment of community needs and challenges and discuss effective measures in reducing crime by raising the sense of security in a community.”

The Executive Secretary of Bungwe Sector in Burera District, Egide Ndayisaba, told the CPCs to advance partnerships between law enforcers, government and private agencies, to identify problems that can be prevented before they become a menace to society.

“Work with groups and individuals who have the same interest in the community in order to overcome those who are always scheming to cause harm. You should also assist with sensitizing concerns and solutions that will impact the community,” he said.

“Rwanda has adopted a modern way of law enforcement - from a reactive to a more dynamic, open, quality-oriented partnership with the community. As CPCs, you should deliver timely information to police in order to play your critical role in preventing crime in society.”

The Community Policing strategy brings the general public together in solving local problems and to contribute to the enhancement of the overall quality of life in the communities.

The strategy increases a sense of responsibility, whereby citizens understand their role in partnering with Police in solving crimes and other challenges.
