GICUMBI: Stolen motorcycle recovered, suspect arrested

A man suspected of stealing motorcycles was arrested by the Police on Sunday, February 5, in Mutete Sector of Gicumbi District.

At the time of his arrest, Fred Kalisa, 46, was found with a stolen motorcycle TVS, registration number RF 327X, an hour after it was reported stolen in Gacurabwenge, also in Gicumbi District.

Superintendent of Police (SP) Alex Ndayisenga, the Northern Region Political and Civic Education Officer RPCEO), said that Kalisa was intercepted as he was fleeing with the stolen motorcycle to Kigali.

"The victim had left his motorcycle in the parking lot at the church in Gacurabwenge Village, Gacurabwenge cell of Gacurabwenge Sector, at about 10 a.m, where he had gone for prayers on Sunday, but could not find it when he came out," said SP Ndayisenga.

He added that Police launched the search and mounted roadblocks on different routes to recover it and to arrest the suspected thief.

"At about 11a.m, Kalisa was intercepted along Gicumbi-Kigali highway, in Rusumo Village, Nyarubuye Cell, Mutete Sector with the stolen motorcycle. He was handed over to RIB at Byumba station for further investigations."

Kalisa, who lives in Kimisagara Sector, Nyarugenge District, said that he intended to disassemble the motorcycle and sell it as spare parts. 

Article 166 of law determining offences and penalties in general states that; any person convicted of theft is liable to imprisonment for a term of not less than one (1) year and not more than two (2) years and a fine of not less than Frw1 million and not more than Frw2 million, community service in a period of six (6) months or only one of these penalties.
