Nyagatare: Duo arrested over attempted bribery

Rwanda National Police (RNP), on October 20, arrested Zainab Mukarubibi, 48, and Fred Mugabo, 40, for allegedly attempting to bribe security personnel in Karangazi Sector, Nyagatare District. They were caught red-handed giving a bribe of Frw100, 000.

According to Chief Inspector of Police (CIP) Hamdun Twizeyimana, the Police spokesperson for the Eastern region, the bribe was meant to influence the release of Mukarubibi’s son, who was arrested recently in connection with drug related crimes.

Mukarubibi’s son was arrested red-handed with a consignment of cannabis.

“When Mugabo learnt that Mukarubibi’s son was arrested, he advised her to bring money so that he can show her someone that would get her son released,” CIP Twizeyimana explained.

 CIP Twizeyimana added that Mugabo then called a DASSO staff and told him that there was someone, who wanted his help; to take money to the police commander in Karangazi, so that her son would get released.

“The DASSO staff reported the criminal attempt to the Police, Mukarubibi and Mugabo were arrested in action handing over the money to the Police officer.”

CIP Twizeyimana warned the public against such criminal attempts adding that both bribery and trafficking or selling narcotic drugs are serious crimes.

Mukarubibi and Mugabo were handed over to Rwanda Investigation Bureau (RIB).

According to article 4 of the Law on Fighting Against Corruption, any person who offers, solicits, accepts or receives, by any means, an illegal benefit for himself/herself or another person in order to render or omit a service under his or her mandate, commits an offense.

Upon conviction, the offender is liable to imprisonment for a term of more than five years but not more than seven years, with a fine of three to five times the value of the illegal benefit solicited or received.
