HUYE: Police seize 180,000 pieces of polythene bags

Police in Huye District arrested five people on Monday with 900 cartons (180,000 pieces) of banned non-biodegradable plastic bags.

They were arrested in Mukoni Village of Cyarwa Cell in Tumba Sector where one of the suspects identified as Joel Bimenyimana was supplying other four dealers from Huye, Muhanga and Gisagara.

Chief Inspector of Police (CIP) Sylvestre Twajamahoro, the Police spokesperson for the Southern region, identified the other four suspects as Florence Nyinawumuntu, 23, Vincent Niyigena, 27, Edison Niringiyimana, 33, and Emmanuel Ndikumana, 20.

“Bimenyimana, who hails from Musanze District, is the major dealer in polythene bags and was at the time supplying the other dealers from Huye, Muhanga and Gisagara,” said CIP Twajamahoro.

“This time around, Bimenyimana trafficked the banned plastic bags from Uganda through a porous border in Burera District, made connections with his four customers to link up in Huye where they supposed to pick their shares,” he added.
 
Ndikumana is said to be the supplier in Huye, Nyinawumuntu and Niyigena suppliers in Muhanga while Niringiyimana is the dealer in Gisagara.

Manufacturing, use, importation or sale of plastic carry bags and single-use plastic items are prohibited under article 3 of law N° 17/2019 of 10/08/2019 relating to the prohibition of manufacturing, importation, use, and sale of plastic carry bags and single-use plastic items in Rwanda.

Under article 10, any person, who imports plastic carry bags and single-use plastic items, is liable to the dispossession of those plastic carry bags and such items and to an administrative fine equivalent to ten times the value of those plastic carry bags and single-use plastic items.

In article 12, a retailer of plastic carry bags and single-use plastic items is liable to an administrative fine of Rwf300, 000 and dispossession of those plastic carry bags and such items.
