New ministerial order on automobile technical control tariff comes into force

Rwanda National Police (RNP) wishes to inform the general public, especially owners of automobiles that there has been changes in validity and tariff for automobile technical control and certificate, which take “immediate effect.”

The changes are contained in the new Ministerial Order N° 001/20/MINICOM of 13/02/2020 fixing the maximum tariff of automobile technical control, which has been published in the official gazette.

The new order determines new tariffs for all types of automobiles, validity of the motor-vehicle inspection certificate, adjusted inspection cost as well as the cost for a duplicate of vignette and the certificate of technical control.

All additional technical visits do not exceed two weeks starting from the date of the first technical visit. The initial inspection for new automobiles comes six months before the expiry of a period of one or two years (depending on category and the activity of the vehicle), with effect from the date when the vehicle was manufactured.

Motorcycles with or without a side-car and three wheels automobile vehicles with the weight not exceeding 500kg will be subjected to annual inspection at Rwf6, 000 with Rwf1, 200 additional cost for the second visit, if motorcycle is found with mechanical faults that must be fixed.

Vehicles with authorized maximum weight not exceeding 3.5 tones and having eight seats in addition to that of the driver, either used for commercial purposes or not, will be inspected every year for Rwf 20, 000 with an additional Rwf 4, 000 for the second inspection, in case the vehicle didn’t pass the first inspection test.

Commercial automobiles with maximum weight not exceeding 3.5 tones as well as those not exceeding two axles and affected to the transportation of goods are subjected to inspection every after six months at a cost of Rwf30, 000 and Rwf40, 000, respectively, as well as Rwf6, 000 and Rwf8, 000 for second technical visit, in that order.

Automobiles meant for transportation of goods with maximum weight not exceeding 3.5 tones and with more than two axles; commercial automobiles authorized to transport more than 30 person; and hauler vehicles with more than two axels and having an authorized maximum weight exceeding 3.5 tones; will be subjected to inspection every after six months at Rwf50, 000 and Rwf10, 000 for any additional inspection after failing the first inspection.

Haulers with two maximum axles and having an authorized maximum weight not exceeding 3.5 tones; commercial vehicles affected to the transportation of maximum 18 persons; trailers and semi-trailers not exceeding two axles and 3.5 tones; vehicles affected to the transportation of chemicals and flammable products not exceeding 3.5 tones; emergency vehicles not exceeding two axles and not exceeding 3.5 tones and other emergency cars; all are required to inspected every six months for Rwf30, 000 and additional Rwf6, 000 for second inspection after fixing the identified faults.

Commercial automobile vehicles affected to the transportation of persons and having, in addition to the driver’s seat, between 25 and 30 seats, are subjected to inspection every six months for Rwf40, 000 and additional Rwf8, 000 for the additional visit.

Trailers and semi-trailers with more than two axles and maximum authorized weight of 3.5 tones and vehicles with more than two axles, meant for transportation of chemicals and flammable products authorized to carry not more than 3.5 tones; are subjected to six months inspection for Rwf60, 000 and Rwf12000 for the second inspection

Emergency vehicles of with maximum authorized weight of 3.5 tones are subjected to inspection once every year for Rwf20, 000 with Rwf4000 added if the automobile failed the first test; while a duplicate of vignette and the certificate of technical control goes for Rwf10, 000.
 
At least 50 percent of the cost goes to support mutuelles de santé as per the Prime Minister’s Order N° 034/01 of 13/01/2020 related to the community-based health insurance scheme subsidies.
